CAMP DRESSER & McKEE INC.

Mr. Robert Okamura
April 7, 1986
Page 2

Task 4 - Evaluate the February 1986 Storm

Rainfall records for February 1986 will be evaluated. SWMM simulations
will be performed using these rainfall records, and the results will be
compared to the flooding that was observed along St. Mary's Creek and at
Pleasanton Gardens. SWMM parameters will be adjusted-so that the simulated
runoff conditions agree with the observed flows and flooding conditions.
Simulations also will be performed for the 15-year storm to determine those
existing facilities that are undersized as defined by the City's design
criteria.

Task 5 -Analyze the Proposed Kottinger Ranch Facilities

The Kottinger Ranch project proposes certain storm drainage improvements.
The proposed improvements will be described for SWMM, and 15-year and
100-year simulations will be performed. The results will then be compared
to the results from the May 29, 1984, Kottinger Ranch Drainage and
Detention Basin Master Plan report prepared by MacKay & Somps.

Task 6 - Meet with the City

Meet with the City staff to explain Tasks 1 through 5 and to discuss the
results from Tasks 4 and 5.

Task 7 - Formulate Storm Drainage Alternatives

The Tasks 4 and 5 results will be the basis for formulating storm drainage
alternatives for Pleasanton Gardens. Two or three alternatives will be
formulated including, but not limited to, pipes, bypasses, upstream deten-
tion basins in Kottinger Park and/or Kottinger Ranch, and combinations
thereof. Preliminary hydraulic analyses, approximate facility sizes, and
rough cost estimates will be prepared for each alternative.

Task 8 - Meet with the City

Meet with the City staff to discuss the storm drainage alternatives from
Task 7. At this meeting CDM and the City should jointly select one
alternative for further analysis.

Task 9 - Prepare Preliminary Design Report

The selected alternative will be analyzed using SWMM and desktop methods
and preliminary sizes of facilities to accommodate storm waters through and
away from Pleasanton Gardens will be determined. Preliminary design
drawings, a preliminary estimate of the cost of construction, and a report
describing the work will be prepared.
