Section 3: Submission of Ballot Arguments and Impartial <br />Analysis. <br /> <br /> a. The City Council hereby establishes March 18, 1986 <br /> as the last day for submission of direct arguments <br /> for or against each proposed ballot measure. <br /> <br /> b. The City Council hereby establishes March 28, 1986 <br /> as the last day for submission of rebuttal <br /> arguments for and against each proposed ballot <br /> measure. <br /> <br /> c. Direct arguments shall not exceed 300 words and <br /> shall be signed by not more than five persons. <br /> <br /> d. Rebuttal arguments shall not exceed 250 words and <br /> shall be signed by not more than five persons. <br /> <br /> e. The City Attorney shall prepare an impartial <br /> analysis of the measure showing the effect of the <br /> measure on the existing law and the operation of <br /> the measure by March 16, 1986. <br /> <br />Section 4: Consolidation with Statewide Primary. The City <br /> Council hereby requests the Alameda County Board of <br /> Supervisors to order the consolidation of this special <br /> municipal election with the statewide primary election <br /> to be held on June 3, 1986 in accordance with Section <br /> 23314 of the Election Code. <br /> <br />Section 5: Budget Amendment.
