BACKGROUND
The Home Investment Partnership Program (HOME) was established through the
Cranston-Gonzalez National Affordable Housing Act of 1990 to provide funding for the
new construction or substantial rehabilitation of affordable housing. The program is
separate from other federal programs such as the Community Development Block Grant
(CDBG) program.
When the HOME program was first established, the only cities in Alameda County
which met the Department of Housing and Urban Development (HUD) criteria for an
independent HOME funding allocation were Oakland and Berkeley. In order to attain
eligibility to receive a HOME funds allocation, the remaining smaller jurisdictions in
Alameda County entered into an agreement in 1993 to form the Alameda County HOME
Consortium. The Consortium provided the necessary mass to qualify as a "jurisdiction"
for the purpose of receiving an allocation of HOME funds.
Pleasanton has participated as part of the Alameda County HOME Consortium since
1993. Through this participation, the City has been eligible to receive approximately
$100,000 to $170,000 each year. The use of HOME funds is summarized below:
Fiscal Year Amount Pro'ect
1993 $100,000 Transitional housing project (located in Livermore)
1994/ $260,000 Construction of 4 apartments in The Promenade Apartments for persons
1995 with physical disabilities
1996 $136,440 Acquisition by HOUSE, Inc., of second residence in Pleasanton for 4
adults with developmental disabilities
1997 $149,150 Acquisition by HOUSE, Inc., of third residence in Pleasanton for 4 adults
with developmental disabilities; funding of monthly rent subsidies for Tri-
Valley Housing Scholarship Program (TVHSP)
1998 $159,650 Acquisition and rehabilitation of 9-unit housing complex for very low
income families in Livermore (including two units for Pleasanton TVHSP
clients); funding of monthly rent subsidies for TVHSP
1999 $171,700 Acquisition and rehabilitation of 9-unit housing complex for very low
income families in Livermore (including two units for Pleasanton TVHSP
clients); funding of monthly rent subsidies for TVHSP
2000 $171,950 Assistance to Deaf Senior Retirement Corporation to construct a regional
housing complex for deaf seniors in Fremont; funding of monthly rent
subsidies for TVHSP
2001 $188,037 Acquisition by HOUSE, Inc., of fourth residence in Pleasanton for adults
with developmental disabilities; funding of monthly rent subsidies for
NHSP
2002 $187,200 Assistance to Allied Housing, Inc., to construct a regional housing
complex for dually-diagnosed formerly homeless persons in Castro
Valley; funding of monthly rent subsidies for TVHSP
2003 $208,629 Assistance to Allied Housing, Inc., to construct a regional housing
complex for dually-diagnosed formerly homeless persons in Castro
Valley; funding of monthly rent subsidies for TVHSP
Page 2 of 6
