17.08.170 D. All subdivision proposals shall have public utilities and facilities such as sewer, gas, electrical, and water systems located and constructed to minimize flood damage. E. All subdivisions shall provide ade- quate drainage to reduce exposure to flood hazards. (Ord. 1951 § 1 (Exh. A), 2007; Ord. 1374 § 2 (part), 1989) 17.08.180 Standards-Manufactured homes. All new and replacement manufactured homes and additions to manufactured homes shall: A. Be elevated so that the lowest floor is at or above the base flood elevation; and B. Be securely anchored to a permanent foundation system to resist flotation, col- lapse or lateral movement. (Ord. 1951 § 1 (Exh. A), 2007; Ord. 1374 § 2 (part), 1989) 17.08.190 Floodways. Located within areas of special flood hazard established in Section 17.08.070 are areas designated as floodways. Since the floodway is an extremely hazardous area due to the velocity of floodwaters which carry debris, potential projectiles, and ero- sion potential, the following provisions apply: A. Prohibit encroachments, including fill, new construction, substantial im- provements, and other development unless certification by a registered professional engineer or architect is provided demon- strating that encroachments shall not result in any increase in flood levels during the occurrence of the base flood discharge; B. If subsection A is satisfied, all new construction and substantial improvements shall comply with all other applicable flood hazard reduction provisions of Section 17.08.150. (Ord. 1951 § 1 (Exh. A), 2007; Ord. 1374 § 2 (part), 1989) 17.08.200 Variance-Appeal board. A. The City Council shall hear and de- cide appeals and requests for variances from the requirements of this chapter. B. The City Council shall hear and de- cide appeals when it is alleged there is an error in any requirement, decision or de- termination made by the Floodplain Ad- ministrator in the enforcement or admini- stration of this chapter. C. In passing upon such applications, the City Council shall consider all techni- cal evaluations, all relevant factors, stan- dards specified in other sections of this chapter, and: 1. The danger that materials may be swept onto other lands to the injury of oth- ers; 2. The danger to life and property due to flooding or erosion damage; 3. The susceptibility of the proposed facility and its contents to flood damage and the effect of such damage on the indi- vidual owners; 4. The importance of the services pro- vided by the proposed facility to the com- munity; 5. The necessity to the facility of a wa- terfront location, where applicable; 6. The availability of alternative loca- tions for the proposed use which are not subject to flooding or erosion damage; 7.
