17.08.170 <br />D. All subdivision proposals shall have <br />public utilities and facilities such as sewer, <br />gas, electrical, and water systems located <br />and constructed to minimize flood damage. <br />E. All subdivisions shall provide ade- <br />quate drainage to reduce exposure to flood <br />hazards. (Ord. 1951 § 1 (Exh. A), 2007; <br />Ord. 1374 § 2 (part), 1989) <br />17.08.180 Standards-Manufactured <br />homes. <br />All new and replacement manufactured <br />homes and additions to manufactured <br />homes shall: <br />A. Be elevated so that the lowest floor <br />is at or above the base flood elevation; and <br />B. Be securely anchored to a permanent <br />foundation system to resist flotation, col- <br />lapse or lateral movement. (Ord. 1951 § 1 <br />(Exh. A), 2007; Ord. 1374 § 2 (part), 1989) <br />17.08.190 Floodways. <br />Located within areas of special flood <br />hazard established in Section 17.08.070 are <br />areas designated as floodways. Since the <br />floodway is an extremely hazardous area <br />due to the velocity of floodwaters which <br />carry debris, potential projectiles, and ero- <br />sion potential, the following provisions <br />apply: <br />A. Prohibit encroachments, including <br />fill, new construction, substantial im- <br />provements, and other development unless <br />certification by a registered professional <br />engineer or architect is provided demon- <br />strating that encroachments shall not result <br />in any increase in flood levels during the <br />occurrence of the base flood discharge; <br />B. If subsection A is satisfied, all new <br />construction and substantial improvements <br />shall comply with all other applicable flood <br />hazard reduction provisions of Section <br />17.08.150. (Ord. 1951 § 1 (Exh. A), 2007; <br />Ord. 1374 § 2 (part), 1989) <br />17.08.200 Variance-Appeal board. <br />A. The City Council shall hear and de- <br />cide appeals and requests for variances <br />from the requirements of this chapter. <br />B. The City Council shall hear and de- <br />cide appeals when it is alleged there is an <br />error in any requirement, decision or de- <br />termination made by the Floodplain Ad- <br />ministrator in the enforcement or admini- <br />stration of this chapter. <br />C. In passing upon such applications, <br />the City Council shall consider all techni- <br />cal evaluations, all relevant factors, stan- <br />dards specified in other sections of this <br />chapter, and: <br />1. The danger that materials may be <br />swept onto other lands to the injury of oth- <br />ers; <br />2. The danger to life and property due <br />to flooding or erosion damage; <br />3. The susceptibility of the proposed <br />facility and its contents to flood damage <br />and the effect of such damage on the indi- <br />vidual owners; <br />4. The importance of the services pro- <br />vided by the proposed facility to the com- <br />munity; <br />5. The necessity to the facility of a wa- <br />terfront location, where applicable; <br />6. The availability of alternative loca- <br />tions for the proposed use which are not <br />subject to flooding or erosion damage; <br />7. The compatibility of the proposed <br />use with existing and anticipated develop- <br />ment; <br />434-1 (Pleasanton Supp. No. 19, 9-07) <br />
