16 <br />THE CITY OF <br />- -~- ~"' CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTONo <br />April 15, 2008 <br />Administrative Services <br />TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH <br />O'CONNOR CONSTRUCTION MANAGEMENT, INC., APPROVE AN <br />AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH <br />ELS ARCHITECTURE AND URBAN DESIGN, AND ACCEPT A DONATION <br />FOR GLASS MARQUEES FROM THE HARRINGTON FAMILY <br />SUMMARY <br />The City Council has established a priority to convert the existing vacant fire station <br />located at 4444 Railroad Avenue to an arts center. The project design has been <br />completed and construction bid documents for the Firehouse Arts Center were issued <br />by the City on April 4, 2008 with the expectation that a construction contract will be <br />awarded later this summer. In anticipation of this construction activity, staff is <br />recommending awarding an agreement to provide construction management services to <br />O'Connor Construction Management, Inc. and authorization for the City Manager to <br />approve an amendment to the existing ELS Architecture and Urban Design agreement <br />to provide construction related architectural services. While City staff has provided <br />construction management services for facility construction and renovation projects, the <br />complexity and scope of the Firehouse Arts Center warrants specialized construction <br />management services. The additional architectural services are needed to provide <br />construction related services and to address items such as increased project scope, <br />addition of solar panels, etc. This report also outlines recent fundraising activity as well <br />as the donation for glass marquees situated at the east and west entrances of the <br />building. <br />RECOMMENDATION <br />1. Approve the professional services agreement (Attachment 1) with O'Connor <br />Construction Management, Inc. (O'Connor) to provide construction management <br />services for the not-to-exceed amount of $ 472,660 <br />2. Authorize the City Manager to approve an amendment to the current ELS <br />Architecture and Urban Design (ELS) agreement for the not-to-exceed amount of <br />$837,826 for construction related services and additional design work <br />3. Accept the donation from Nancy and Gary Harrington for glass marquees located <br />at the east and west entrances of the Firehouse Arts Center (Attachments 2 & 3) <br />FINANCIAL STATEMENT <br />The total project budget is approximately $15 million dollars. The City's non-profit <br />partner, the Pleasanton Cultural Arts Foundation, has raised $1.77 million dollars to <br />date and its long-term goal is to raise a total of $3-5 million to support this project and <br />the arts in Pleasanton. There are sufficient funds in the City's capital reserve fund for <br />this project. <br />
