The City's five-year fair housing goal was to raise the level of awareness of fair housing
laws and to provide services to resolve fair housing discrimination issues to 500 people by 2009.
To accomplish this goal, the City continued to contract with Eden Council for Hope and
Opportunity (ECHO), which investigated of housing discrimination complaints, training
seminars, and tenant-Landlord education programs. During PY 2006, the City combined $5000
of CDBG funds with $47,000 of City Lower Income Housing Funds to support the housing
counseling and tenant-landlord services, administered by ECHO. The agency investigated more
than 200 tenant landlord cases, conducted a yearly fair housing audit and held quarterly
Homebuyer Education Learning Program (HELP) workshops for first time homebuyers. In this
program year alone, more than 400 households received housing counseling services.
Considering that PY 2006 is only the second year of the City's five-year Consolidated Plan, we
are pleased to see that the City has already made significant progress in its performance
measurement goal regarding fair housing.
We look forward to continuing our partnership and collaboration with the City of
Pleasanton.
