These funds are used to carry <br />out strategies described in the City's five-year Consolidated Plan for preserving existing <br />affordable housing, developing new affordable housing, improving neighborhoods, and <br />expanding economic opportunities for low- and moderate-income people. <br />Our office has reviewed the City of Pleasanton's 2006 Consolidated Annual Performance <br />Report (CAPER). Based upon our review of the CAPER and other available information, we <br />have determined that the City of Pleasanton has the continuing capacity to implement and <br />administer its HUD programs in an effective manner. Overall, the City of Pleasanton made <br />progress in addressing the priority needs described in its five-year Consolidated Plan and <br />implemented housing and non-housing programs in accordance with requirements of the <br />Housing and Community Development Act. <br />in PY 2006, the City received $287,563 in CDBG funds. This grant was augmented with <br />$237,229 of unexpended CDBG funds from the previous program yeaz and $2,349 in program <br />income for a total of $527,141. The City expended $495,699 of CDBG funds on activities that <br />primarily benefited low- and-moderate income residents. As in previous years, the City <br />combined CDBG funds with other Federal, State, and local funding sources, including HOME, <br />California Housing Finance Agency (Ca1HFA) funds, the City`s Lower-Income Housing Funds, <br />and the General Funds, to implement strategies to preserve and develop the supply of affordable <br />rental and ownership housing, make infrastructure/public facilities improvements, and provide <br />needed public services for its low- and moderate-income residents. <br />We commend the City for its success in utilizing the City's Lower Income Housing <br />Funds to supplement the Federal and State Funds to finance affordable housing developments, <br />home purchase assistance, and the preservation of existing housing stock.
