Eden Council for Hope and Opportunity (ECHO) <br />ECHO has requested $16,730 for its Reverse Mortgage Counseling program for <br />FY 2008. Although this program is considered very important, the agency still has <br />approximately $15,750 unused from FY 2007. The delay in utilizing these funds has <br />been due in part to staffing issues (which have since been resolved) and more <br />recently for an apparent lull in the demand for the program (marketing efforts have <br />been stepped up). Staff believes that the agency should be able to continue to offer <br />the program at a satisfactory level during FY2008 with the funds that will be carried <br />over from FY2007. Therefore, no additional funding is recommended for FY 2008. <br />In addition to the above, a number of projects are not recommended for funding in the <br />full amounts requested. However, the Commissions spent considerable time reviewing <br />allocation requests and made recommendations that meet critical project requirements. <br />As a result, the recommendations result in the use of federal allocations that will be of <br />direct benefit to the community. A summary of some of the more notable projects <br />recommended for funding include: <br />• Axis Community Health wilt receive a third and final year of funding to begin <br />construction of its new Women's Health Center at the Railroad clinic site <br />(construction to start fall 2008). <br />• ECHO Housing will received continued funding for housing counseling and tenant- <br />landlord services for Pleasanton residents. <br />• Tri-Valley Haven will receive funding to enable replacement of the roof at its Shiloh <br />domestic violence shelter in Livermore (and partial funding to retrofit the facility for <br />solar energy). <br />• Neighborhood Solutions will receive funding to continue to provide loans and small <br />grants to low-income residents through the Housing Rehabilitation Program. <br />• The City will make its sixth of eleven annual payments toward the Section 108 loan <br />that was used to acquire and rehabilitate the former Family Crisis Shelter in <br />Livermore (now known as Sojourner House). <br />• Community Resources for Independent Living (CRIL) will receive funds to provide <br />housing services (counseling, referral, etc.) for persons with disabilities. <br />Page 6 of 15 <br />
