6. Continued to April 15, 2008 Public Hearing: PUD-71, Michael Aminian/Vineyard <br />Gardens, LLC -Consider an application for Planned Unit Development (PUD) rezoning <br />and development plan approval to rezone an approximately .876-acre parcel from <br />RM-4,000 (Multiple-Family Residential) to PUD-HDR (Planned Unit Development -High <br />Density Residential) and to construct ten townhouse units at the property located at <br />3835 Vineyard Avenue <br />Mayor Hosterman asked that Item 8 be addressed ahead of remaining items. <br />8. Supported the City of Dublin's request to relocate structures located on the former Kolb <br />Ranch property at 11393 Dublin Canyon Road to Dublin Historic Park <br />Planning Director Iserson said the City of Dublin has requested the City support their request to <br />relocate structures on the former Kolb Ranch property to their Historic Park. They have <br />approached staff, staff has reviewed them and they are on a PUD site approved several years <br />ago, and those structures were not intended to be saved and are not on any Pleasanton historic <br />list. Therefore, staff supports the City of Dublin's request. <br />Mayor Hosterman recognized the heritage of the Kolb Ranch family's structures and supported <br />the request. Councilmember Cook-Kallio said she and Councilmember Thorne met as the <br />liaison committee and the Kolb family is anxious to move forward, and Councilmember Thorne <br />agreed. <br />Motion: It was m/s by McGovern/Cook-Kallio to support the relocation of the structures located <br />on the former Kolb Ranch property at 11393 Dublin Canyon Road to Dublin Historic Park. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />7. Reviewed Tri-Valley Transportation Fee increase <br />Deputy Director of Public Works-Transportation Michael Tassano gave a PowerPoint <br />presentation of the Tri-Valley transportation fee, said the Tri-Valley Transportation Council was <br />formed in 1995 to look at future growth and regional improvements, they found 11 regional <br />projects they wanted to fund, the funding began in 1998, and he presented the original 11 <br />projects. The TVTC decided not to fund the entire 100% but decided to use a local match <br />approach. In 2004, some projects have been completed and the TVTC came up with 11 new <br />projects which would total 22 projects and he presented the list. <br />Mr. Tassano said if freeway delays were measured now and if we do not do anything from this <br />point forward, when we get in the year 2030 it is 40,000 hours of delay. If we do the projects, we <br />get 32,000 hours of delay. The original 11 projects still have an unfunded balance of $389 <br />million and the new 11 have $1.1 billion in unfunded cost. He presented the Tri-Valley fees for <br />single family homes if they funded 100% of the $389 million and $1.1 billion. Currently, they <br />charge $1,800 for a single family home. Staff is recommending following the same approach as <br />the original vision for local matches, which would raise the fee to approximately $2,400 for a <br />single family home. Any change in the fee needs a unanimous vote from the TVTC as well as <br />approval from the Councils. <br />City Council Minutes 11 March 18, 2008 <br />
