his instructor/employee) and an additional parking space for the 14-passenger van that <br />will be kept on-site. Per the Code, there are enough spaces to accommodate the <br />children's program. <br />The adult program contemplates 10 students. The Code requires one parking space for <br />each two students aged 16 years and older. Accordingly, the Academy would need five <br />parking spaces for ten students. Because two of the parking spaces are utilized by the <br />Dodge Durango and the passenger van that remains on site, this leaves only three <br />parking spaces for adult students. Staff notes that the additional instructor/employee is <br />only on site for the children's program and therefore is not a part of the adult class <br />parking requirements. Therefore, the appellant would need to reduce the number of <br />adult students to six (one space for each two students) in order to meet the parking <br />requirements set forth in the Pleasanton Municipal Code. Staff notes that, since the <br />adjacent businesses are currently not operating during the proposed adult class times, <br />from a practical perspective there will likely be no over-lap in parking, therefore, a <br />sufficient amount of parking spaces for 10 adult students would be available during <br />evening hours. <br />During the school breaks, such as winter, summer, and occasional "day" holidays, the <br />appellant would not be picking up the children. The parents would be responsible for <br />dropping their children off at the martial arts facility when school is not session. The <br />Commission commented that parking would be a concern during that time because it <br />would increase the parking requirements during the day when the appellant does not <br />pick up the children (see Attachment 5). This could have an impact on the surrounding <br />tenant uses that operate during normal business hours since the parking situation would <br />be different when multiple people are picking up and dropping off their children. <br />Staff notes that there is on-street parking along Quarry Lane. However the parking <br />counts for conditionally permitted uses is required to be on-site and, therefore, on-street <br />parking cannot be counted towards meeting the parking requirements. <br />Circulation <br />Since the appellant will be picking up the students and bringing them back to the facility, <br />circulation during drop-off time for the children's program should not be an issue. <br />However, the proposed suite is located at the end of the building where there is only <br />one way in and out for parking and ingress/egress. If all of the parking spaces are <br />utilized in front of the building and a parent is picking up a child, or dropping a child off <br />during the camp sessions, staff is concerned that circulation may be an issue. The <br />appellant, however, feels that circulation is adequate because he says that parents <br />pick-up and drop-off the children at staggered times and only stay long enough to <br />drop-off/pick-up and sign the child in/out. <br />Public Notice and Comment <br />Notice of the City Council's public hearing on this item was sent to all property owners <br />and tenants living within a 1,000-foot radius of the subject property. As of the drafting of <br />this report, staff has received a letter from Gerald Hodnefield, neighboring tenant at <br />Page 7 of 8 <br />
