EXHIBIT A <br /> <br /> MEMORANDUM OF UNDERSTANDING <br /> <br /> Interstate Routes 580 and 680 are existing access-controlled <br /> freeways that traverse the City of Pleasanton in Alameda County. <br /> Existing and projected traffic needs dictate that improvements be <br /> made to these facilities. <br /> <br /> This Memorandum of Understanding (MOU), between the City of <br /> <br />Pleasanton (City) and the State of California, Department of <br />Transportation (Caltrans), outlines the general areas of <br />responsibility for various project development activities for <br /> <br />proposed improvements to Interstate Routes 580 and 680 in Alameda <br />County, to be funded by the City. It constitutes solely a guide to <br />the obligations, intentions, and policies of the parties involved. <br />It is not intended to authorize funding or project effort, nor it is <br />a legally binding contract. Funding commitments, providing for the <br />deposit of funds for specific work phases will be covered by <br />separate cooperative agreements as outlined herein. <br /> <br />This MOU covers project development activities through approval of a <br />Project Approval Report/Final Environmental Document (FED), and <br />execution of a Freeway Agreement for the following elements of the <br />North Pleasanton Improvement District (NPID) plan: <br /> <br /> - 1 - <br /> <br /> <br />
