CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 86-30 <br /> <br /> RESOLUTION REQUESTING ALAMEDA COUNTY BOARD OF <br /> SUPERVISORS TO MEET WITH MAYORS TO DISCUSS <br /> 8ALES TAX <br /> <br />WHEREAS, over a year ago the Alameda County MayorsT Conference <br /> requested the County Board of Supervisors to return to cities <br /> 5% of each cityis sales tax which automatically goes to the <br /> County, and <br /> <br />WHEREAS, to date the MayorsT Conference has not received a <br /> satisfactory response from the Board of Supervisors, and <br /> <br />WHEREAS, the current system of giving a portion of the sales tax <br /> to the County is unfair, and <br /> <br />WHEREAS, the Alameda County MayorsT Conference is requesting a <br /> meeting of all County Mayors and all members of the Board of <br /> Supervisors to discuss this matter and bring it to a <br /> satisfactory solution. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: That the City Council of the City of Pleasanton <br /> strongly supports the position taken by the MayorsT <br /> Conference for the following reasons: <br /> <br /> 1. Already the people living in the cities of Alameda <br /> County subsidize municipal services rendered by <br /> Alameda County to unincorporated areas. <br /> <br /> 2. Three cities in the County do not share any sales <br /> tax with the County, thus creating an unfair <br /> situation where 11 cities (who do share) are <br /> further subsidizing County government for services <br /> not received. <br /> <br /> 3. The agreement by the cities to share 5% of its <br /> sales tax with the County was the result of an <br /> understanding with the Board of Supervisors that <br /> cities would receive a portion of County Gas Tax <br /> known as the "Mayors~ Formula". Several years ago <br /> the County stopped sharing this money thus <br /> violating an agreement reached in good faith 30 <br /> years ago. <br /> <br /> 4. Most urban counties in the State do not take sales <br /> tax from their cities. <br /> <br /> <br />
