She said they have completed all General Plan Elements, the Council has reviewed and <br />discussed all Elements except for Air Quality and Noise. The Draft EIR is underway and staff is <br />continuing outreach efforts with the community with the Council and staff. Staff anticipates the <br />EIR will be completed in May 2008, Planning Commission and public review of the Consolidated <br />Draft General Plan would be brought forward in May/June 2008 which will include a 45 day <br />review period, comments will be taken and supplemental information added to the Draft General <br />Plan and the Planning Commission will make a recommendation of the official Draft General <br />Plan document to the Council. <br />She said fundamentally, the Draft General Plan is similar to the 1996 Plan in that the <br />overarching goal is the preservation and enhancement of quality of life in Pleasanton. Staff has <br />added new themes including sustainable development, the Plan incorporates new planning <br />concepts that facilitate sustainable development, it also acknowledges our responsibility on <br />climate change, a vision is included in the plan and an Energy and Water Element are also <br />added to the plan. <br />Mayor Hosterman and Councilmembers thanked staff for their work. City Manager Fialho said <br />staff will work hard to adhere to the schedule presented, and depending upon the conflict of the <br />Staples Ranch process and the General Plan process, staff anticipates having to adjust slightly, <br />but believes that the worst case scenario would be for the entire document to be approved by <br />December. <br />MATTERS INITIATED BY COUNCIL <br />Councilmember McGovern hoped the Council could agree to ask staff to return with a <br />Proclamation naming the western segment of the park, Marilyn Kane Trail or whatever the <br />family would like to call that segment. <br />Councilmember Thorne said there is an ordinance having to do with naming parks, and City <br />Manager Fialho said the difference here is that in exchange for a sizable donation, the City <br />would make an exception which would be reflected in the resolution that comes forward. <br />Council concurred with naming the western segment of the park, Marilyn Kane Trail and asked <br />staff to return with an agenda item in the future. <br />COUNCIL REPORT <br />Councilmember Thorne reported on his attendance to the National League of Cities conference <br />and said the Nations City Weekly provides an excellent summary of everything which occurred. <br />He also believes another issue would be block grants for cities involved in energy conservation, <br />and hopefully the City could look forward to funding. <br />Mayor Hosterman reported three Councilmembers attended the Local Government Commission <br />Conference. Councilmember Cook-Kallio said there were some extremely interesting ways of <br />how some Councils look at things and she learned a lot. <br />Councilmember Sullivan said the conference is great, it primarily focuses on energy, water, <br />climate change and there are many great ideas and information-sharing. <br />Councilmember McGovern said she is working with the Tri-Valley Adolescent Health Initiative <br />with Maria Lara. They recently established an ad-hoc group, and one of the sections of the <br />master plan is called Healthy Kids and Families. The choice the group is working on is mental <br />health for youth and she and others visited a group in Fremont last week where mental health <br />City Council Minutes 8 March 18, 2008 <br />
