Jim Kane said he and his family moved to Pleasanton in 1963 in the southwest corner of the
town and they were delighted when the City purchased a large parcel of land from San
Francisco and negotiated a deal that it would be devoted to parkland. He said the Bernal
Property Task Force met for a long time and proposed many ideas, discussed a trip he and his
wife took to Lithia Park in Oregon and said his wife, Marilyn kept a pamphlet and took many
pictures which she believed should be replicated in Pleasanton. She got 1,500 signatures and
appeared before the City Council to promote a walking park. He read his son Tom's eulogy
where Marilyn wanted to dedicate the park as a lasting memorial. His sons Tom and Bruce and
daughter Lisa agreed to give all of their inheritance money in memory of Marilyn and her love for
the park.
Councilmember McGovern spoke kindly of Marilyn, acknowledged her parkland work and asked
the Council to direct staff to bring back a proclamation naming the western part of the trail the
Marilyn Kane Trail. She read the recognition award into the record, expressing sincere
appreciation to James Kane and his family.
Mr. Kane said the first check included all of the liquid assets in the Kane Family Trust in the
amount of $500,000. A second installation would be made in the same amount; however, it is a
tax-deferred account which will be taxed at $100,000. Photographs were taken with the Council
and Mr. Kane, his immediate and extended family.
BREAK: Mayor Hosterman called for a brief break and thereafter reconvened the regular
meeting.
15. Reviewed the City's State and Federal Legislative Priorities
Management Analyst Maria Lara presented a summary of the federal legislative priorities and
said Mr. Roush would provide a summary of the State's legislative priorities. In January, the
Mayors from the Tri-Valley cities visited Washington, D.C. and met with lawmakers to discuss
priorities. The group received information that lawmakers would favor regional projects that
would benefit a larger member of constituents and the five cities agreed on three regional
priorities which include: The East Bay Regional Communications System, the I-580 Corridor
HOV Lane, and the Tri-Valley Housing Opportunities Center.
The East Bay Regional Communications System is a joint request with the JPA for $3 million,
currently Contra Costa and Alameda Counties do not own a radio system that allows for cross-
communication. The EBRCS JPA was formed in September 2007 and represents 33 agencies
in both counties and they will represent what will become the modeling and design of a new
communications system for the region. The JPA is leading the lobbying efforts for this federal
priority and member agencies submitted similar funding requests through a coordinated effort.
City Council Minutes 6 March 18, 2008
