PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-87-79 <br />RESOLUTION RECOMMENDING APPROVAL OF CASE GP-87-7, <br />APPLICATION OF THE CITY OF PLEASANTON <br />WHEREAS, the City of Pleasanton has applied to amend the Land Use <br />Element of the Genera]. Plan: 1) to limit the total <br />number of housing units which can be given Growth <br />Management approval to a maximum of 1,000 per year; 2) <br />to establish a population benchmark not to exceed 62,000 <br />persons within the Pleasanton City limits by January 1, <br />1996; and 3) limit development within the San Francisco <br />Specific Plan area not to exceed 500 persons by the year <br />1996, exclusive of other permitted uses; or any other <br />amendments deemed in the public interest; and <br />WHEREAS, at its meeting of July 8, 1987, the Planning Commission <br />recommended approval of the proposed negative <br />declaration for GP-87-7 after considering all public <br />testimony, relevant exhibits and recommendations of the <br />City staff; and <br />WHEREAS, the Planning Commission finds that the proposed General <br />Plan amendments are consistent with the goals and <br />policies of the General Plan, form an internally <br />consistent set of Growth Management policies; and <br />WHEREAS, the Planning Commission agreed with staff that the <br />annual allocation not exceed 1,000, but no more than an <br />average of 650 per year over a four year period, with a <br />non-exempt limit of 260-650 with all other provisions of <br />the Growth Management Ordinance to remain intact. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br />Section 1: Recommends approval of Case GP-87-7, to amend Program <br />11.1 of the Land Use Element as follows; <br />Use the City's Growth Management Program to limit <br />residential allocations to between 260 and 650 housing <br />units per year. The annual allocation should be based <br />on a periodic assessment of housing need, employment <br />growth, the availability of infrastructure and the <br />City's ability to provide public services. Exemptions <br />may be included in the maximum up to a total of 1,000 <br />units in any year, but: no more than 650 per year over a <br />four year period. <br />Section 2: This resolution shall become effective immediately <br />upon its passage and adoption. <br />- 1 - <br />
