Altamont .GandfiCCsettCement.Agreement 2007AnnuaC Deport Background In 1999, the cities of Livermore and Pleasanton, the Siena Club and the Northern California Recycling NCRA Association (NCRA) entered into a settlement agreement with Alameda County and Altamont Landfill. The 9~thA66e Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose C~ir allocation of funds in the Education Account for recycling education programs, job training in the field of waste prevention and recycling and rnitigating the impacts of the landfill operations in the affected community. Funds generated from the $0.29 per ton surchazge amount to approximately $325,000 annually. City of Gi-rAermore There are five voting members on the Education Advisory Board: one appointed by the Livermore City ljpdert Stansbury Council; one appointed by the Pleasanton City Council; two appointed by NCRA; and the Alameda County `vice-c~iair Recycling Board's environmental educator. The role of the Education Advisory Board is to annually propose the allocation of funds from the Education Account by submitting an Expenditure Plan by April 1 of each year. Concurrence of Alameda County, the City of Pleasanton cities of Livermore and Pleasanton, and NCRA in the Expenditure Plan is necessary before funds are ~tarsha,~ones allocated. Funds are collected from the Altamont Landfill by the Alameda County Treasurer. The County then transfers NCRA the annual allocation to the agency administering the funds (07-08 City of Pleasanton, 08-09 and out years, Donna Ca6anne City of Livermore) for disbursal to grant recipients. 2007 Activities The 2007 Expenditure Plan was approved by each of the parties in the summer of 2007. The Expenditure Plan Alameda County proposed the following allocations: 2~rycC:ng Board vacant Mini-grants* $20,000 Project grants $230,000 Liaison Board initiated projects $50,000 SharonArnench ALARM mitigation projects $10,000 Fund administration $15.000 TOTAL $325,000 *Additional mini-grants were awarded from unexpended funds allocated for the 2004-05, 2005-06 and the 2006- 07 fiscal years held by the City of Livermore. Based on the allocation established by the Expenditure Plan, the Education Advisory Board released a Request for Grant Applications for mini-grants and project grants pursuant to the guidelines established in the settlement agreement. Mini-grants The Education Advisory Board awarded seventeen mini-grants for projects meeting the grant criteria, as follows: Marylin Avenue Elementary School, Livermore, East County - $2,444.00 to continue revitalization of the science and environmental education curricular emphasis, with focus on waste prevention and reduction Marylin Avenue Elementary School, Livermore, East County - $2,500.00 to get teaching resources needed to meet CA State Standards for each classroom in the school as a 4-Rs and Ecology resource section Harvest Park Middle School, Pleasanton, East County - $2,500.00 school was chosen to receive solar panels as part of an agreement with the PUSD, to achieve the task the school is building an Altemative Energy Learning Lab, were the school Ecology Club will monitor energy consumption on campus and train our target group (the student body, staff and community) regazding energy conservation and alternative energy sources Sound Advice, Inc., Respect our Earth, Oakland, West County - $2,500.00 to provide Livermore, Castro Valley and Dublin elementary schools with ecology software called "Respect our Earth" Lydiksen Elementary School, Pleasanton, East County - $2,500.00 to create new gardens and revitalize old gardens on campus
