EXHIBIT "A" 2008/2009 Expenditure Plan Altamont Settlement Agreement Education Advisory Board Plan Summary The Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose allocation of funds in the Education Account for diversion education programs, job training in the field of waste diversion and recycling and mitigating the impacts of the landfill operations on the affected neighboring community. Funds generated from the $0.29 per ton surcharge originating from the Altamont Landfill are expected to amount to approximately $325,000 annually. This per ton surcharge fee will be increase based on the consumer price index effective January 1, 2007. It is also anticipated that additional funds will be generated from the implementation of the tipping fee surcharge at the Vasco Road Landfill owned by Republic Services Inc. The Need The Altamont Landfill accepts material for disposal from Alameda County jurisdictions, and from the cities of San Francisco and San Ramon. Funding programs in diversion education and job training in waste diversion and recycling throughout the landfill service area will preserve the life of the landfill and save resources. Target Sectors • Environmental education programs that serve schools • Non-formal environmental education programs, serving students K-12 • Community-based environmental education programs • Job training programs in the field of waste diversion and recycling Funding Goals • Allocate $415,000 per year for outstanding diversion education and job training programs. • Allocate reserve funds of $250,000 for special projects. • Report measurable results to the Northern California Recycling Association (NCRA), Alameda County Board of Supervisors and cities of Livermore and Pleasanton on an annual basis. • Provide up to two cents ($0.02) of every twenty-nine cents ($0.29) of the Education Account to Alameda Landowners Against Mismanagement (ALARM) for landfill mitigation projects (pursuant to Settlement Agreement sec. 7.3.3) • Provide up to two percent (2%) of the funds received in the Education Account to the City of Pleasanton for financial management of the account (pursuant to Settlement Agreement sec. 7.6.2) February 21, 2008 Objectives Grants and projects: ^ Mini-grants -The mini-grant program awards between $500-$3,000 to all eligible projects that meet award criteria up to the funding allocation amount. In 2007-08, mini- grants supported environmental science programs and school recycling and composting infrastructure projects. ^ Project grants -The annual grant program would award competitive grants up to $50,000 for projects that would make significant contributions to the development of sustainable diversion education programs and job training in waste prevention and recycling. Types of projects could include: curriculum development, district-wide diversion education programs, job training programs, and community-based programs. ^ Multiple year grants -Allow applicants for the annual grant program, to propose multiple year grants for up to three years of on-going support. ^ Board initiated projects -Board initiated projects include projects for which a separate solicitation will need to be performed or special projects to be developed by the Board that fulfill a special niche or program area not addressed by the grants program. Types of projects could include job training partnerships, outreach programs, video and website development, and joint projects with other agencies. Deliverables and Major Milestones 1/2008 Release Request for Grant Applications for project grant solicitation. Announce availability of mini- grants; award mini-grants on an on-going basis. 5/2008 Award project grants for 2007-08 school year. 2008-09 Continue to develop job training partnerships with education institutions, state and community colleges. 1/2009 Initiate development of 2009-10 expenditure plan. 3/2009 Annual expenditure plan to NCRA, Board of Supervisors and cities of Livermore and Pleasanton. Assumptions ^ The environmental education community perceives a need for diversion education programs and can develop grant proposals that meet the goals and objectives of the parties to the settlement agreement and the Education Advisory Board. ^ The Education Advisory Board can identify appropriate partners for enhancing or developing job training programs in waste prevention and recycling.
