February 10, 1988 <br />impacts on the adjacent residential yards <br />(evergreen pears, etc.); and <br />- Install a combination of shrubs and ground <br />cover to the rear of the retail building. <br />17. That reciprocal access and parking easements be <br />recorded between all three future parcels unless <br />otherwise approved by the Planning Director. <br />18. That the applicant seek City Council approval to <br />allow on-site regulation of the vehicle code. <br />19. That unless a phasing plan for improvements is <br />approved by the Planning Director, the applicant <br />shall complete all of the on-site improvements at <br />one time (including all improvements adjacent to <br />the restaurant pad). The future restaurant pad <br />shall be seeded and kept in a neat and weed free <br />manner at all times. <br />20. That if there are any changes to the cumulative <br />traffic situation and/or changes to the City's <br />traffic assumptions prior to the submittal of the <br />final design for the restaurant, the applicant <br />shall submit a revised traffic study in conjunction <br />with the project submittal of the restaurant <br />design. <br />21. That the applicant shall remove the existing 36" <br />diameter eucalyptus tree from the site unless the <br />adjacent property owners to the south, who shall be <br />contacted prior to removal, request its retention. <br />22. That the nonfunctional spandrel panels that run <br />between the support columns of the canopy <br />structure be eliminated. <br />23. That the arched spandrel panels proposed on the <br />retail structure be increased to at least 18" in <br />width in order to create a usable future sign <br />panel. The final design of the spandrel shall be <br />submitted for review and approval by the Planning <br />Director prior to issuance of any building permits. <br />24. That a projecting soldier course of bricks be <br />included across the top of all brick walls of the <br />retail structure. The final design of this soldier <br />course feature shall be submitted for review and <br />approval of the Planning Director prior to issuance <br />of any building permits. <br />25. That the developer enter into an agreement with the <br />City to enter into an assessment district or <br />districts for the construction of all the <br />facilities necessary for the amelioration of <br />- 4 - <br />
