THE CITY OF 6 <br />L~E~S~4NTONo CITY COUNCIL AGENDA REPORT <br />April 1, 2008 <br />Planning and Community Development <br />TITLE: PUD-71, MICHAEL AMINIAN - CONSIDER AN <br />APPLICATION FOR PLANNED UNIT DEVELOPMENT <br />REZONING AND DEVELOPMENT PLAN APPROVAL TO <br />REZONE AN EXISTING 0.876-ACRE PARCEL FROM <br />RM-4,000 (MULTIPLE-FAMILY RESIDENTIAL) DISTRICT <br />TO PUD-HDR (PLANNED UNIT DEVELOPMENT -HIGH <br />DENSITY RESIDENTIAL) DISTRICT AND TO <br />CONSTRUCT TEN (10) TOWNHOUSE UNITS; <br />APPROVAL OF AN AFFORDABLE HOUSING <br />AGREEMENT FOR THE VINEYARD GARDEN <br />DEVELOPMENT LOCATED AT 3835 VINEYARD <br />AVENUE. <br />PROPERTY OWNER: Michael Aminian/Vineyard Garden, LLC <br />GENERAL PLAN: High Density Residential -Greater than eight dwelling units <br />per gross acre <br />ZONING: RM-4,000 (Multiple-Family Residential) District <br />SUMMARY <br />The applicant proposes to remove the existing single-family residence and accessory <br />structures on the site and to construct ten (10) townhouse units in two buildings and a <br />common open area between the buildings. The General Plan land use designation for <br />the subject site is High Density Residential (greater than eight dwelling units per gross <br />acre). The proposed project, with ten units on an approximately 0.876-acre site, would <br />result in a density of 11.36 units per acre and is therefore consistent with the underlying <br />land use designation. <br />Although not required by the City's Inclusionary Zoning Ordinance (IZO), the applicant <br />has voluntarily dedicated one of the townhouses as abelow-market rate (BMR) unit. <br />The Housing Commission has reviewed the proposal and unanimously recommended <br />approval of the Affordable Housing Agreement to the City Council. <br />The proposed buildings are two-story buildings with the end units oriented to the streets. <br />Except for the BMR unit that has asingle-car garage, each unit has a traditional two-car <br />garage. The proposed design scheme consists of varied wall articulations, architectural <br />detailing, and color palette. <br />
