Councilmembers thanked staff for their participation in the process. Councilmember McGovern <br />requested Mr. Bocian identify and provide her with the number of cities in California who do not <br />have a State certified housing element, as she believed the more cities fell under this category, <br />the better the argument would be to ABAG that they impose unfunded mandates. <br />MATTERS INITIATED BY COUNCIL <br />Councilmember Sullivan referred to the subject of the war in Iraq and questioned whether there <br />was support from the Council to hold a public hearing on it. <br />Mayor Hosterman said they had discussed this in the past, it never got support to place the item <br />on an agenda, and the Council was unable to separate the two issues of whether one was for or <br />against the war between the fact that everyone supports our troops. She suggested <br />undertaking an effort to allow the public to come out and let people air what they think and feel <br />and let that drive the discussion community-wide. <br />Councilmember McGovern is glad for those who address the Council each meeting, approves of <br />what Councilmember Thorne does in recognizing those currently and previously serving, <br />believed all service people were important, that the issue is complex, she prays those who <br />represent the people are continuing to work on an outcome and felt there already is an <br />opportunity for people to speak on the matter. <br />Councilmember Sullivan agreed there was not majority support to placing an item on a future <br />agenda and still believes there can be a discussion about the war while still honoring the troops. <br />Councilmember Cook-Kallio said she has not been disenfranchised about her personal feelings, <br />and Councilmember Thorne said he could not support placing the item on a Council meeting <br />agenda. <br />COUNCIL REPORTS: None <br />Mayor Hosterman adjourned to Closed Session. <br />CLOSED SESSION: Conference with Legal Counsel -Existing Litigation, pursuant to <br />Government Code §54956.9(a): <br />Jennifer Lin and Frederic Lin, Petitioners and Plaintiffs v.
