4b <br />eo~narship~ o <br />THE CITY OF , AGENDA REPORT £~~c`~ ~ ~~`' <br />~. <br />CITY COUNCIL AND BOARD OF TRUSTEES ~ ~ <br />PL£~S~4NTONm JOINT MEETING ,~ - ~~ <br />PLEASANTON UNIFIED SCHOOL DISTRICT <br />March 31, 2008 <br />TITLE: OVERVIEW OF THE YOUTH MASTER PLAN UPDATE AND THE TRI- <br />VALLEY ADOLESCENT HEALTH INITIATIVE <br />RECOMMENDATION <br />Staff recommends that the City Council and School Board review this report and provide <br />input as necessary. <br />SUMMARY <br />Over the past two years, City Council, School Board and Tri-Valley community <br />members, county, school district and city staff from Dublin, Livermore and Pleasanton <br />have been working to identify mental health needs for Tri-Valley youth. The approach <br />has had multiple stages including the formation of a Youth Planning Board and <br />stakeholder groups and the administration of a survey to identify the priority need. This <br />report provides an update of the status of the Tri-Valley Adolescent Health Initiative <br />(TVAHI) and explains how the results from the TVAHI will be integrated into the City of <br />Pleasanton's Youth Master Plan. <br />BACKGROUND <br />The goal of the TVAHI is to improve access to and expand health wellness services for <br />adolescents in the Tri-Valley region. The TVAHI is comprised of various regional <br />stakeholders from the Tri-Valley Cities. Pleasanton stakeholders have included City <br />Council and School Board members, City of Pleasanton staff (City Manager's Office, <br />Library, Parks and Community Services and Police), Pleasanton Unified School District <br />staff, representatives from the Parent Teacher Association, representatives from the <br />Health Community, a representative from YMCA and Pleasanton youth. The TVAHI also <br />has a steering committee with one city, school district and youth representative from <br />each community. <br />Over the past two years the TVAHI stakeholders and a Youth Planning Board (YPB), <br />including youth representatives from each city, have completed research, administered <br />a survey to Tri-Valley youth (Tri-Valley Student Health Survey [TVSHSJ), held youth <br />focus group meetings, published and distributed a teen resource guide, and <br />brainstormed ideas for youth health services. Using the results of the survey and other <br />local data relating to youth health, the YPB constructed a list of recommendations <br />relating to youth health and wellness. These recommendations were developed broadly <br />enough for each stakeholder group to design asub-set of prescriptive recommendations <br />to fit their community. As a result, members of the Pleasanton TVAHI stakeholder <br />group designed the following three recommendations specific to Pleasanton's youth: <br />
