Since we certainly aren't opposed to <br />vineyards, and would welcome any vines to the neighborhood, we want to encourage the Sariches to <br />obtain a reliable water source that doesn't include the use of the shared well. The subdivision of their <br />property and the creation of a new buildable lot separates the shared facility from any previous <br />ownership. That is, the ownership of the well shouldn't be extended to a newly created lot. For example, <br />the use of Berloger's well wasn't extended to any of the new LDR lots created at the subdivision of his <br />property, or for that matter, well use cannot be extended to a newly created lot on the Chrisman <br />property. <br />The proposed vineyard is not an agricultural use that has been ongoing in relation to the original house <br />which will now be a separate property, and that will have to be connected to City water.( VCSP p.44 <br />Open Space Use Standards allows, £"The continuance of agricultural uses employed within five years <br />prior to Specific Plan adoption").Anew vineyard is not a continuance of such. <br />We have been monitoring the well for 29 years, and have found that water level fluctuates. There is no <br />proven capacity. The water level doesn't constitute the only problem with a shared well. Two pumps can <br />vibrate such that wear and tear occur on pipes, fittings, etc. <br />This particular well seems to be unable to have two pumps working at the same time, a very difficult <br />matter to coordinate. <br />We assume that the well will not be used during construction, for this will seriously impact our use. <br />We will not be required to connect to City water until we subdivide and create a new buildable lot. <br />We hope that the Sariches abandon the well at the final map. <br />Ford and Mary Roberts <br />3/7/2008 <br />
