Since we certainly aren't opposed to
vineyards, and would welcome any vines to the neighborhood, we want to encourage the Sariches to
obtain a reliable water source that doesn't include the use of the shared well. The subdivision of their
property and the creation of a new buildable lot separates the shared facility from any previous
ownership. That is, the ownership of the well shouldn't be extended to a newly created lot. For example,
the use of Berloger's well wasn't extended to any of the new LDR lots created at the subdivision of his
property, or for that matter, well use cannot be extended to a newly created lot on the Chrisman
property.
The proposed vineyard is not an agricultural use that has been ongoing in relation to the original house
which will now be a separate property, and that will have to be connected to City water.( VCSP p.44
Open Space Use Standards allows, £"The continuance of agricultural uses employed within five years
prior to Specific Plan adoption").Anew vineyard is not a continuance of such.
We have been monitoring the well for 29 years, and have found that water level fluctuates. There is no
proven capacity. The water level doesn't constitute the only problem with a shared well. Two pumps can
vibrate such that wear and tear occur on pipes, fittings, etc.
This particular well seems to be unable to have two pumps working at the same time, a very difficult
matter to coordinate.
We assume that the well will not be used during construction, for this will seriously impact our use.
We will not be required to connect to City water until we subdivide and create a new buildable lot.
We hope that the Sariches abandon the well at the final map.
Ford and Mary Roberts
3/7/2008
