The Planning Commission (3-2 vote) determined that the proposed site plan and layout <br />are appropriate, that the proposed development of the site addresses the types of <br />issues and concerns normally considered when evaluating development in the Vineyard <br />Avenue Corridor Specific Plan (VACSP), that it conforms to the intent of the Specific <br />Plan and, therefore, provided a supportive recommendation. The Planning Commission <br />also believes, as staff does, that the conditions of approval adequately address the <br />issues raised by the adjacent property owners. The applicants are in agreement with <br />the Planning Commission's recommended conditions of approval. <br />PLANNING COMMISSION RECOMMENDATION <br />Recommended approval of the PUD development plan application subject to the <br />attached conditions shown in Exhibit B. <br />RECOMMENDATION <br />1. Find that there are no new or changed <br />additional CEQA review of the project; <br />circumstances or information which require <br />2. Find that the proposed PUD development plan is consistent with the General Plan <br />and Vineyard Avenue Corridor Specific Plan; <br />3. Make the PUD findings for the proposed development plan as stated in the <br />November 14, 2007, Planning Commission staff report (Attachment #9); and <br />4. Introduce the attached draft ordinance approving Case PUD-32, subject to the <br />Conditions of Approval, Exhibit "C." <br />FINANCIAL STATEMENT <br />The proposed development would have a negligible financial impact on the City. <br />Increases in property taxes would be used to provide services, such as police, fire, etc., <br />for the increased demand generated by the additional home. Additionally, the <br />applicants will be providing payment of the VACSP Shared Infrastructure Financing <br />Program fees for all of the allocated lots, reimbursing the City for previously installed <br />infrastructure. <br />BACKGROUND <br />Daniel and Belinda Sarich have submitted a PUD development plan application for a <br />two-unit residential development on Lot 27 of the Vineyard Avenue Corridor Specific <br />Plan Area. The subject site has three land use designations: 1) Low Density <br />Residential (LDR), 2) Hillside Residential (HR), and 3) Open Space (OS). A total of <br />eight residential units are allowed for Lot 27: one existing and one new dwelling in the <br />HR area and six new dwellings in the LDR area. <br />This project was reviewed by the Planning Commission at workshops held on <br />September 28, 2005, and October 25, 2006.
