transfer of Zone 7's out-of-basin groundwater storage supplies (both of which have <br />been set aside as a drought contingency supplies and not necessarily for cutbacks by <br />DWR for environmental mitigation), as well as some voluntary or mandatory reductions <br />in water use the Valley's four water retail agencies and their customers. <br />Future environmental mitigation needs in the Delta and future hydrologic conditions <br />indicate that the future State Water Project supplies to the Tri-Valley area could be <br />reduced during 2009 and 2010 by between 15% and 35%.
