THE CITY OF <br />-° ~° i ~ == '"'- CITY COUNCIL AGENDA REPORT <br />j~L£~S~4NTONo <br />March 18, 2008 <br />Public Works Department <br />TITLE: INFORMATIONAL REPORT REGARDING ZONE 7'S PRESENTATION ON <br />ENVIRONMENTAL ISSUES IN THE DELTA AND ITS IMPACT TO THE TRI- <br />VALLEY'S WATER SUPPLY <br />SUMMARY <br />The most important issue facing the Tri-Valley's future water supplies, as further <br />described in Zone 7 Water Agency's presentation tonight, is the short-term (water <br />supply reductions during 2008) and potential longer-term (post 2008) environmental <br />mitigation remedies being required of the State Department of Water Resources (DWR) <br />as a result of a federal judge decision this past summer. The decision to protect Delta <br />smelt (known as the "Wanger decision") significantly impacted the operation of the State <br />Water Project (SWP) this past summer and is certain to impact imported water supplies <br />to the Valley during 2008 and beyond. In addition, future litigation and/or biological <br />opinions regarding other endangered fish species in the Delta are certain to impact <br />imported water supplies available to the Valley in future years. The potential impact of <br />these changes will be expanded upon tonight by representatives of Zone 7 that have <br />been intimately involved with this crisis and its local water supply impacts. <br />RECOMMENDATION <br />That City Council receives the presentation by Zone 7 representatives. <br />FINANCIAL STATEMENT <br />Future water rates will be impacted as a result of the Delta issue. The extent of the <br />increased costs will be determined in the future. <br />
