BACKGROUND <br />Ponderosa Homes applied and was granted a general plan amendment in 2002 to <br />construct approximately 190 single-family homes, 172 unit senior apartments and a <br />church/daycare on the Busch Property. As part of this approval, several off-site <br />infrastructure improvements were required to maintain satisfactory levels of service on <br />the roadway network. These improvements included: <br />• Modifications to the Valley-Busch intersection; <br />• Signalization of the Boulder-Valley intersection; <br />• Modification of the Stanley-Valley-Bernal intersection; <br />• Modification of the First-Ray-Vineyard intersection; <br />• Modification of the Bernal-First-Sunol intersection; <br />• Modification of the Stoneridge-Hopyard intersection; <br />• Modification of the Stoneridge-Hacienda intersection. <br />Of these mitigations, the Stanley-Valley-Bernal improvement and the Bernal-First-Sunol <br />improvements have not been completed. <br />DISCUSSION <br />The conditions of approval for the Busch Property Development (PUD-18) required <br />Ponderosa Homes to complete several off-site traffic improvements, most of which have <br />been completed. The final two items to be constructed include: <br />Item J -The Valley-Stanley-Bernal intersection shall be modified in a manner to <br />ensure LOS D at AM and PM peak hour periods by constructing a free <br />westbound to northbound right turn lane with corresponding changes or an <br />alternative capacity enhancement approved by the City Traffic Engineer. <br />Item L - The Bernal-First-Sunol intersection shall be modified to include <br />westbound triple left turn lanes with corresponding changes or an alternative <br />approved by the City Traffic Engineer to achieve LOS D at AM and PM peak hour <br />periods <br />Ponderosa is moving forward with Item J and have requested confirmation (see <br />attached letter) that the Bernal-First-Sunol project is a necessary project, and if it is not, <br />than the existing bonds be exonerated. <br />Staff has reviewed item L and has determined that a triple westbound left turn is not <br />necessary, however, construction of a second westbound left turn lane as an alternate <br />improvement is necessary to achieve LOS D in the AM and PM peak hour periods. <br />The design work completed by Ponderosa Homes was for the construction of a second <br />westbound left turn lane. <br />The construction of the second westbound lane will require the removal of the existing <br />heritage trees along the north side of the intersection. While staff believes the <br />intersection level of service would benefit significantly from the construction of the <br />Page2of3 <br />
