ATTACHMENT 2 <br />~ ~vvCA~zo~A~~rso~~~oA~~ <br />:;, Altamont ~anclfillSettlement.,~greement <br />2007Annuall~eport <br /> Background <br /> In 1999, the cities of Livermore and Pleasanton, the Sierra Club and the Northern California Recycling <br />NCRA Association (NCRA) entered into a settlement agreement with Alameda County and Altamont Landfill. The <br />1Z,utkA66e Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose <br />Chair allocation of funds in the Education Account for recycling education programs, job training in the field of <br /> waste prevention and recycling and mitigating the impacts of the landfill operations in the affected <br /> community. Funds generated from the $0.29 per ton surcharge amount to approximately $325,000 annually. <br />City of Livermore There are five voting members on the Education Advisory Board: one appointed by the Livermore City <br />12,odert Stansbury Council; one appointed by the Pleasanton City Council; two appointed by NCRA; and the Alameda County <br />`mice-chair Recycling Board's environmental educator. <br /> The role of the Education Advisory Board is to annually propose the allocation of funds from the Education <br /> <br />City of BCeasanton Account by submitting an Expenditure Plan by April 1 of each year. Concurrence of Alameda County, the <br /> cities of Livermore and Pleasanton, and NCRA in the Expenditure Plan is necessary before funds are <br />~farsda,~ones allocated. <br /> Funds are collected from the Altamont Landfill by the Alameda County Treasurer. The County then transfers <br />NCB the annual allocation to the agency administering the funds (07-08 City of Pleasanton, 08-09 and out years, <br />~Uonna Ca6anne City of Livermore) for disbursal to grant recipients. <br /> 2007 Activities <br /> The 2007 Expenditure Plan was approved by each of the parties in the summer of 2007. The Expenditure Plan <br />ACamerfa County proposed the following allocations: <br />12erycCing Board <br />'i~acant <br /> Mini-grants* $20,000 <br /> Project grants $230,000 <br />Liaison Board initiated projects $50,000 <br />SharonArnerick ALARM mitigation projects $10,000 <br /> Fund administration $15,000 <br /> TOTAL $325,000 <br /> *Additional mini-grants were awarded from unexpended funds allocated for the 2004-05, 2005-06 and the <br /> 2006- 07 fiscal years held by the City of Livermore. <br /> Based on the allocation established by the Expenditure Plan, the Education Advisory Board released a Request <br /> for Grant Applications for mini-grants and project grants pursuant to the guidelines established in the <br /> settlement agreement. <br /> Mini-grants <br /> The Education Advisory Board awarded seventeen mini-grants for projects meeting the grant criteria, as <br /> follows: <br /> Marylin Avenue Elementary School, Livermore, East County - $2,444.00 to continue revitalization of the <br /> science and environmental education curricular emphasis, with focus on waste prevention and reduction <br /> Marylin Avenue Elementary School, Livermore, East County - $2,500.00 to get teaching resources needed <br /> to meet CA State Standards for each classroom in the school as a 4-Rs and Ecology resource section <br /> Harvest Park Middle School, Pleasanton, East County - $2,500.00 school was chosen to receive solar <br /> panels as part of an agreement with the PUSD, to achieve the task the school is building an Alternative Energy <br /> Learning Lab, were the school Ecology Club will monitor energy consumption on campus and train our target <br /> group (the student body, staff and community) regarding energy conservation and alternative energy sources <br /> Sound Advice, Inc., Respect our Earth, Oakland, West County - $2,500.00 to provide Livermore, Castro <br /> Valley and Dublin elementary schools with ecology software called "Respect our Earth" <br /> Lydiksen Elementary School, Pleasanton, East County - $2,500.00 to create new gardens and revitalize old <br /> gardens on campus <br />
