as it relates to the Housing Element, as the City does not currently have a certified element. The
goal will be putting a plan forward that the state could ultimately say is consistent with State Law
while also balancing the City's interests to not do away with the housing cap. Councilmember
Sullivan said there may be more than one way for the City to get affordable housing, it may not
all be inclusional, it may be associated with transit-oriented development and he believed the
City should start looking at it to meet the needs of the community, as well as how to define a
housing unit. Councilmember McGovern agreed.
Mayor Hosterman invited public comment.
Tim Belcher questioned and staff confirmed that seniors could qualify for the very low income
level. He said his father has been on a waiting list for the very low income, there are many
senior housing complexes and suggested the City find a way to include those as affordable. He
also believed there was an opportunity for multi-use by the new Safeway Store similar to what
Dublin has done.
Mayor Hosterman closed public comment.
Councilmembers thanked staff for their participation in the process. Councilmember McGovern
requested Mr. Bocian identify and provide her with the number of cities in California who do not
have a State certified housing element, as she believed the more cities fell under this category,
the better the argument would be to ABAG that they impose unfunded mandates.
MATTERS INITIATED BY COUNCIL
Councilmember Sullivan referred to the subject of the war in Iraq and questioned whether there
was support from the Council to hold a public hearing on it.
Mayor Hosterman said they had discussed this in the past, it never got support to place the item
on an agenda, and the Council was unable to separate the two issues of whether one was for or
against the war between the fact that everyone supports our troops. She suggested
undertaking an effort to allow the public to come out and let people air what they think and feel
and let that drive the discussion community-wide.
Councilmember McGovern is glad for those who address the Council each meeting, approves of
what Councilmember Thorne does in recognizing those currently and previously serving,
believed all service people were important, that the issue is complex, she prays those who
represent the people are continuing to work on an outcome and felt there already is an
opportunity for people to speak on the matter.
Councilmember Sullivan agreed there was not majority support to placing an item on a future
agenda and still believes there can be a discussion about the war while still honoring the troops.
Councilmember Cook-Kallio said she has not been disenfranchised about her personal feelings,
and Councilmember Thorne said he could not support placing the item on a Council meeting
agenda.
COUNCIL REPORTS: None
Mayor Hosterman adjourned to Closed Session.
City Council Minutes 11 March 4, 2008
