PUBLIC HEARINGS AND OTHER MATTERS <br />16. Update on Alviso Adobe Community Park Project and Operating Partnership with Museum <br />on Main Street <br />Director of Parks and Community Services Jim Wolfe provided an update on the Alviso Adobe <br />Community Park Project, said they broke ground in July of 2007, the project is on budget and on <br />time and is expected to be completed mid- to late July, with an opening date sometime in <br />October. <br />He presented a slide show of the construction work to date, presented the Museum on Main <br />Street stating a contract was awarded in July to develop the interpretative plan for the site and <br />school programs, and introduced Bob Silva, President, to discuss the museum's role associated <br />with the Alviso Adobe Community Park project. <br />Bob Silva, President, Museum on Main Street, discussed the staffing and educational programs <br />contract for the museum and the park, said the City assisted them with the recruitment of their <br />new Executive Director, Julia Bussinger, spoke about their recruitment and interview process for <br />an Education Director and Curator for the Museum, the return of the Utter Event, and thanked <br />the Council for their support. <br />Councilmember McGovern questioned and confirmed with the City Manager that a full time <br />employee position has been added to the operating budget to work at the Ridge Naturalist Area <br />and the Alviso Adobe Community Park. <br />17. Review and discuss the scope and process for upcoming labor negotiations with the <br />Pleasanton Police Officers Association (PPOA) <br />Assistant City Manager Julie Yuan-Miu said the PPOA contract will expire May 31, 2008, it <br />covers approximately 80 police officers and police sergeants and negotiations will be underway <br />to review wages, hours, terms and conditions of employment, salaries and benefits. She said <br />the purpose of the item is for Council to hold an open session and after the Association reaches <br />a tentative agreement, staff will bring back the item in a second session. <br />Mayor Hosterman opened the item for public commenting, noting that she had no speaker <br />cards. <br />18. Update on City Council Two-Year Work Plan <br />City Manager Fialho said last year the Council adopted its Work Plan for Calendar Year 2007 <br />and 2008. The report before the Council is an opportunity for staff to check in midterm, provide <br />an update, and allow for Council feedback and items to be added. He said the plan is comprised <br />of 13 broad policy objectives which he briefly described and he presented a PowerPoint <br />presentation of projects, programs and activities the City has been involved in and completed <br />projects. He noted that the City has completed 10 of the 13 elements of the General Plan to <br />date and the remaining 3 are going before the Planning Commission the next evening. <br />He presented the Land Use Element, stating the City is proposing potential housing at the new <br />Pleasanton/Dublin BART Station, housing in the Hacienda Business Park, future opportunities <br />for commercial/office and industrial and minimal housing in the east side of town, in the <br />downtown, and a potential intensification of senior housing units at Kottinger Place. <br />City Council Minutes 4 February 19, 2008 <br />
