as the Economic Vitality Committee (EVC) and whether this should be pursued from a policy <br />perspective, and he agreed to raising the issue with the PDA in the near term again. <br />Councilmember Sullivan suggested it be agendized on the EVC meeting's agenda. <br />Councilmember McGovern said kids in the community have asked her to have the movie <br />theatre back at the Stoneridge Shopping Center, and City Manager Fialho said the new owners <br />of the mall had dropped this as an option, but he could bring this up again. <br />Councilmember McGovern referred to the City's emergency preparedness and confirmed the <br />Council is scheduled to have federally mandated training in the future. <br />Councilmember McGovern referred to the Youth Center and Community Center Master Plans <br />nearing completion and hoped the Bernal Phase II could be moved forward. <br />Councilmember McGovern referred to the Chain of Lakes under the Martin Avenue Buffer Street <br />Annexation and confirmed with the City Manager this was not proposed in the near term but in <br />the context of the East Side Specific Plan because of the County not allowing the City to annex <br />without a development plan in place. <br />Regarding "Evaluate Bernal Upper Field Improvements", Councilmember McGovern asked that <br />this item be added to the School District's Liaison agenda to discuss the use and what it would <br />take to have a long term agreement. She said the schools purchase recycling bins through City <br />funding and she questioned if the bins could be placed downtown. City Manager Fialho said <br />staff can explore this and will work with Pleasanton Garbage Service to accomplish this. <br />Councilmember McGovern referred to safety and protection of children and questioned if the <br />City has a policy for fingerprinting and background checks for City or business activities <br />involving youth. City Manager Fialho said the City's policy is that every City employee involved <br />with youth is required to be fingerprinted and background checked. Parks and Community <br />Services Director Wolfe said Rage and Bolistic have also hired an independent company to do <br />background checks for coaches and trainers involved in their programs. Councilmember <br />McGovern asked that staff look at its ordinances and policies to ensure they reflect updated <br />information. <br />The Council thanked staff for their work. City Manager recapped Council's requests as: 1) <br />develop a plan for the Aquatics Center decking; 2) amend the current traffic circulation priority to <br />include Councilmember Sullivan and McGovern's comments after the General Plan is <br />completed ; 3) ask that the EVC explore ideas for small business assistance; 4) ensure we <br />clarify the Downtown Specific Plan priority to include general discussions with downtown <br />merchants and residents about the future from a land use perspective through charrettes; and <br />5) the inclusion of ordinance or policy relating to effective fingerprinting and background checks <br />for public and private sector youth programs. <br />19. Approve the appointment of two Councilmembers to the Finance Committee for review of <br />Water and Sewer Rate Studies and Proposed Rate Changes <br />Councilmembers Thorne and McGovern volunteered to serve on the committee. <br />Councilmember McGovern confirmed with the City Manager that DSRSD uses their wastewater <br />and transfers it to the Daugherty/San Ramon Valley area and if the City wishes to use that water <br />City Council Minutes 8 February 19, 2008 <br />
