Accepted public improvements performed by BBI Construction for the Veterans Memorial <br />Building Renovation, CIP No. 008039; authorized filing a notice of completion, payment of <br />the retention in the amount $388,520.20 and final payment in the amount of $41,082.68 <br />13. Presentation of a Commendation to Veterans of Foreign War Post 6298 for Outstanding <br />Community Service <br />Councilmember Thorne presented a Congressional award and commendation to Commander <br />David Hamm and members of the Veterans of Foreign War Post 6298 as recipient of the <br />Outstanding Community Service Award. <br />15. Presentation of a Commendation to Commander Carol Bohn for Outstanding Community <br />Service <br />Councilmember Thorne presented a Congressional award and the Outstanding Community <br />Service Award to Commander Carol Bohn of the Veterans of Foreign War Post 6298 for her 25 <br />years of outstanding service to the community and her continued volunteer efforts during her <br />retirement. <br />16. Public Comment <br />Fred Norman said 18 American troops have been killed since the last City Council meeting, <br />spoke about the Council's Oath of Office and efforts to support and defend the United States. <br />Kathy Dowding said since May 2003 more than 3,100 American soldiers have died and over <br />3,900 since the war began and she read the names of 39 soldiers who have died since she last <br />stood before the Council. <br />Karla Brown thanked Councilmember Thorne for recognizing Foreign Veterans of War, said the <br />Kottinger Ranch HOA Board does not support the Oak Grove development and has no formal <br />position regarding the development, and statements made by homeowners represent their <br />personal opinions. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />16.
