Based on the above, and notwithstanding the challenge of meeting the proposed RHNA <br />numbers in light of the General Plan housing cap, staff intends to begin preparation of <br />the update to the Housing Element. To avoid confusion with the work being conducted <br />on the General Plan update, staff will begin reviewing and amending only the required <br />data and background analysis items at this time. Following completion of the General <br />Plan process, staff will engage the Planning and Housing Commissions at public <br />meetings to receive their and public input prior to preparing a draft for City Council and <br />HCD review.
