DISCUSSION DRAFT
4. Develop rough estimates of potential impact on each land cover type and species habitat
distribution model.
Task 4: Conduct Conservation Gap and Corridor Analysis
1. Overlay species models with open space data to determine gaps in focal species
conservation.
2. Identify key linkages between existing open space within and adjacent to the study area.
3. Collect field data on likely crossing points over or under key roads in the study area (I-
580, Vasco Road, Hwy 84, Tassajara Road) to use as inputs to corridor analysis.
4. Conduct GIS-based least cost path analysis of key wildlife corridor surrogate species
(e.g., San Joaquin kit fox, American badger) to determine most likely movement routes.
Task 5: Develop Conservation Goals
1. Compile existing conservation goals relevant to the study area and the focal species and
habitat (e.g., existing Recovery Plans)
2. Develop conservation goals based on data collected in Tasks 1-4 for mitigation projects
and non-mitigation projects (i.e., pure conservation)
3. Work with Stakeholders to refine goals that will meet regulatory requirements (for
mitigation projects) and contribute to species recovery (for conservation projects)
Task 6: Develop Conservation Priorities
1. Based on conservation gap analysis, species threats, and corridor analysis, determine and
prioritize conservation areas that will achieve species and regional goals.
2. Develop conservation priorities map at a scale acceptable to local stakeholders (e.g,.
showing parcels or not)
3. Determine suitable mitigation ratios for each land cover type for preservation, restoration,
or creation to achieve biological goals and mitigate impacts.
4. Compile guidelines and requirements for habitat preservation, restoration, and creation.
5. Determine required component of preserve management plan and include template.
Task 7: Prepare Draft and Final Conservation Strategy Report
1. Prepare administrative draft conservation strategy report for internal review
2. Prepare draft conservation strategy report for public review
3. Prepare local, state, and federal notices for conservation strategy
4. Prepare final conservation strategy report
Page 2 of 3
