CITY COUNCIL OF THE CITY OF PI,EASANTON <br /> <br /> COUNTY OF ALAMEDA, CALIFORNIA <br /> <br /> RESOLUTION NO. 87-137 <br /> <br /> RESOLUTION SIIPORTING LOCATION OF THE NEW FEDERAL GSA BUILDING <br /> IN OAKLAND <br /> <br />WHEREAS, the General Services Administration proposes to build a new office <br /> complex to house part of its Region IX staff in the most cost effective <br /> manner; and <br /> <br />WHEREAS, the City of Oakland, California, has donated prime downtown land in the <br /> heart of its City Center project and the GSA now holds title to this <br /> land which will accon~nodate an office and parking complex of one million <br /> square feet; and <br /> <br />WHEREAS, the GSA will realize significant savings in building and land costs by <br /> selecting the Oakland City Center site as the location for its new office <br /> building; and <br /> <br />WHEREAS, the Oakland GSA building will be financed with nonfederal sources, <br /> requiring no initial large capital outlay by the Federal Government; and <br /> <br />WHEREAS, the construction timetable for the new building will be tailored to the <br /> optimal 1990 move-in date that GSA prefers; and <br /> <br />WHEREAS, the Oakland building will be a turnkey building, built to acconmodate <br /> GSA specifications; and <br /> <br />WHEREAS, over half of the 5,000 Bay Area employees to be located in the new <br /> building currently live in the East Bay and would thus enjoy the benefits <br /> of convenience and productivity as a result of working nearer their <br /> residences, while those living in the West Bay would enjoy a reverse <br /> commute; and <br /> <br />WHEREAS, the Bay Area itself would benefit from reduced commuter congestion by <br /> locating the GSA office building in Oakland; and <br /> <br />WHEREAS, convenient freeway and public transit access makes the Oakland location <br /> more desirable not only to the GSA employees but to the public they serve. <br /> <br />NOW, THEREFORE, THE CITYCOUNCIL OF THE CITY OF PLEASANTONRESOLVES AS FOLLOWS: <br /> <br />Section 1: hereby endorses and strongly supports the location of the General <br /> Services Administration Building in the City of Oakland's City Center. <br /> <br />Section 2: conveys this support to its entire congressional delegation. <br /> <br />Section 3: urges all members of Congress to expeditiously approve the Oakland <br /> site as the location of the new GSA office complex. <br /> <br />Section 4: this resolution shall become effective immediately upon its passage <br /> and adoption. <br /> <br /> <br />
