'. _ <br />- ""~ ' "' CITY COUNCIL AGENDA REPORT <br />j~L~E~S~4NTON® <br />February 19, 2008 <br />City Manager <br />TITLE: APPOINTMENT OF TWO COUNCILMEMBERS TO THE FINANCE <br />COMMITTEE FOR REVIEW OF WATER AND WASTEWATER USER <br />RATE AND CONNECTION FEE STUDIES AND PROPOSED RATE <br />CHANGES <br />SUMMARY <br />In 2007, the City hired several consultants to prepare various water and wastewater <br />utility asset management, user fee and connection fee studies for the water and <br />wastewater utilities that are owned and operated by the City. In addition, the regional <br />water and wastewater utility providers such as Zone 7 for water services and DSRSD <br />and LAVWMA for wastewater treatment and disposal services have hired the necessary <br />consultants for reviewing their regional facilities and utility rates. Each of these local <br />and regional studies and their recommendations for changing utility rates and fees will <br />ultimately impact the City's utility customers. In order to review these documents and <br />the proposed rate changes in 2008 with Council, staff recommends that a Finance <br />Committee be established consisting of two Councilmembers, the City Manager and the <br />appropriate City staff. <br />RECOMMENDATION <br />Staff recommends that the Mayor appoint two Councilmembers to serve on the Finance <br />Committee in 2008. The purpose of the Finance Committee will be the review of the <br />City's local and regional water and wastewater rate and fee studies that have been <br />prepared by various consultants and the proposed rate changes that are expected to <br />take effect in the future. <br />FINANCIAL STATEMENT <br />The implementation of the Finance Committee will result in no fiscal impact. <br />
