Guidelines. The development exceeds the high-density residential midpoint, which is a goal <br />supported by the General Plan. The project blends in with the Downtown's character and <br />residents who live in the development can walk to Downtown to shop and eat, thus adding to <br />viability and success of Downtown. Therefore, staff believes that the project deserves a <br />favorable recommendation. <br />STAFF RECOMMENDATION <br />Staff recommends that the Planning Commission: <br />1. Make the finding that the proposed PUD development plan is covered by the <br />previously approved Final Environmental Impact Report for the Downtown <br />Specific Plan. <br />2. Find that the proposed PUD development plan and related material, Exhibit A, is <br />consistent with the General Plan, Downtown Specific Plan, and purposes of the <br />PUD ordinance; <br />3. Make the PUD findings listed in this staff report; and <br />4.
