Program incentives and credits will be provided in four levels of participation based on the PV <br />system contribution to annual electrical energy costs. This is consistent with the Leadership in <br />Energy and Environmental Design Program (LEED) and most other local and regional green <br />building programs. Based on the level of PV participation (see item 4 below), a participant <br />would be given enhanced "green" credits for the level of installed PV that may be included with <br />other green attributes to establish an overall LEED score for compliance with the Cities' Green <br />Building Ordinances and programs. Additional incentives at progressively higher participation <br />levels will include letters of congratulations, press releases recognizing the project and project <br />team members, and formal City Council recognition for participation at the highest levels. <br />4. Four levels of participation and credits: Livermore Pleasanton <br />• SUNSHINE -The project includes some PV; 1 1 <br />PV contribution at 2.5% of load or less or <br />• POWER -increased PV contribution; 2 2 <br />PV contribution at 2.6 to 7.5% of load or <br />• POWER PLUS - significant PV contribution; 6 7 <br />PV contribution at 7.6 to 25% of load or <br />• POWER PLANT -maximum PV contribution; 10 13 <br />PV contribution at 26% of load or more <br />It is expected that most projects would participate at the lower levels of the program with fewer <br />participants at the higher levels that require a significant financial effort to reach. However, all <br />projects going through the permitting process whether existing or new, large or small will be able <br />to participate at some level of the program. They will also have the flexibility to use the types of <br />systems and designs that meet their specific project needs. <br />5.
