12 <br />THE CITY OF <br />L£~S~NTONo CITY COUNCIL AGENDA REPORT <br />February 5, 2008 <br />City Attorney and Police <br />TITLE: PROPOSED ORDINANCE AMENDING PLEASANTON MUNICIPAL <br />CODE, CHAPTER 6.24 (REGULATION OF MASSAGE SERVICES AND <br />MASSAGE ESTABLISHMENTS) <br />SUMMARY <br />The attached proposed ordinance amends Pleasanton Municipal Code Chapter 6.24 <br />(Regulation of Massage Services and Massage Establishments). The Pleasanton <br />Municipal Code (PMC) relating to massage was last amended in 1997. The ordinance <br />proposed updates the PMC to reflect current state law, developments in the profession, <br />and to allow massage in situations, such as at special events and student massage <br />clinics, which are not currently permitted. The proposed amendments are the result of <br />collaboration between members of the massage community (i.e., massage <br />establishment owners, massage therapists, massage school owners and instructors, <br />and other interested parties) and the Police Department, Finance Department (Business <br />License), Planning Department, Code Enforcement and City Attorney's Office. <br />RECOMMENDATION <br />Staff recommends that the City Council adopt the attached proposed ordinance that <br />amends Pleasanton Municipal Code Chapter 6.24 (Regulation of Massage Services and <br />Massage Establishments). <br />FINANCIAL STATEMENT <br />Staff expects that the costs of administering the ordinance would be offset by permit <br />fees. The Master Fee Schedule will need to be amended to add and update fees for the <br />various permits required under this Chapter. <br />
