7 <br />ORDINANCE NO. 1968 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />ADOPTING CHAPTER 1.22 OF THE MUNICIPAL CODE ESTABLISHING A <br />VOLUNTARY EXPENDITURE LIMIT FOR CANDIDATES FOR COUNCIL AND <br />MAYOR AT $1 FOR EACH REGISTERED VOTER <br />WHEREAS, the community has an interest in candidates for local office meeting in <br />person with large numbers of residents, as well as a variety of persons doing business in <br />Pleasanton, to directly hear about local concerns; and <br />WHEREAS, to encourage candidates to engage in dialogue with community members in <br />person, and spend less time fundraising to communicate via mass media, it is in the public <br />interest to establish a voluntary expenditure limit. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />HEREBY ORDAIN AS FOLLOWS: <br />Section 1. Chapter 1.22 is added to the Pleasanton Municipal Code, as follows: <br />Chapter 1.22 <br />Voluntary Campaign Expenditure Limitation <br />Sections: <br />1.22.010 Findings and Purpose. <br />1.22.020 Definitions. <br />1.22.030 Voluntary Campaign Expenditure Limitation. <br />1.22.040 Verification of Compliance. <br />1.22.050 Violations. <br />1.22.010 Findings and Purpose. <br />By meeting residents, business owners and community members in person, candidates will <br />not need to rely as heavily on mass media communication, and therefore campaign <br />expenditures can be voluntarily reduced. <br />1.22.020 Definitions. <br />For the purposes of this chapter, definitions set forth in the Political Reform Act, Government <br />Code §§ 82000 et. seq., shall apply with the addition of the following: <br />A. "Election° means any municipal election, whether general or special, at which the offices <br />of mayor and/or council member are to be filled. <br />C. "Organization or committee" includes an Independent Expenditure Committee. <br />
