Councilmember Sullivan supported the two-year election period and he asked to address the <br />cut-off period separately. Councilmember McGovern supported the two-year election period. <br />Councilmember Cook-Kallio stated her opposition to the two-year period and said she would <br />support the one year from January 1 to December 31. <br />Councilmember Thorne supported the one-year period and said sometimes people in office <br />need to go to things because they are in office and the City cannot reimburse. He would like the <br />opportunity to use his campaign funds to do that. Councilmember Sullivan said you could still <br />use your campaign money but it goes against your limit which he supports because it is a free <br />pass for a year and it doesn't go against the cap which challengers won't have that opportunity. <br />Councilmember McGovern agreed. Councilmember Cook-Kallio disagreed and said if you know <br />you are a candidate, you could purchase things ahead of time. <br />Ms. Seto said the way the ordinance is proposed, it would be retroactive. While you would take <br />the voluntary expenditure limit pledge when filing nomination papers which is 113 days before <br />the election, depending on what option is chosen, the expenditures would reach back in time <br />and you would have to state those expenditures. <br />Motion: It was m/s by Sullivan/McGovern to support the two-year period.
