Motion: It was m/s by Thorne/Sullivan to direct staff to develop a wild and exotic animal's <br />ordinance or modify the R-1 district to include raptors as a conditional use, in the context of the <br />Council priority-setting session. Adoption of a Code of Fair Campaign Practices, and review information concerning time <br />periods for the application of a voluntary campaign expenditure limit, and consider <br />introduction of an Ordinance to establish the limit at $1.00 per registered voter, indexed for <br />inflation <br />Introduced Ordinance No. 1968 adding Chapter 1.22 of the Municipal Code establishing a <br />Voluntary Expenditure Limit for Candidates, for Council and Mayor at $1 for each Registered <br />Voter <br />Introduced Ordinance No. 1969 amending Chapter 1.20 and adding provisions to Chapter 1.22 <br />of the Municipal Code regarding Campaign Statements, requiring Cumulation of Expenditures, <br />and establishing time period for Cumulation pursuant to the Voluntary Campaign Expenditure <br />Limit <br />Assistant City Attorney Seto presented the agenda report and said campaign finance issues and <br />potential options for reform were presented in October and December, the Council had just <br />approved on the Consent Calendar a requirement for the electronic filing of campaign <br />statements and there was interest in returning with information about a fair campaign practices <br />pledge and voluntary campaign expenditure limits. <br />Regarding the fair campaign practices pledge staff has proposed the Code be based on <br />provisions of State law found in the State Code. This pledge highlights candidates that should <br />be speaking about issues and not engaged in character defamation, not coercing people to help <br />with their campaign and other issues that emphasize fairness, honest and integrity in the <br />campaign practice. She said under the State Elections Code, it can be a pledge taken by PAC, <br />the chair of a PAC or the treasurer. The pledge can be signed at any time prior to the election <br />date and staff could provide a link of which candidates or committees have taken the voluntary <br />pledge on the website. <br />Another voluntary reform issue discussed is the voluntary campaign expenditure limit. There <br />was interest in seeing a limit at $1.00 per registered voter and indexing this amount for inflation <br />and any person wanting to take the pledge would take it at the time they file their nomination <br />papers. Staff was also directed to return with more information about the election period during <br />which expenditures would be cumulated to count toward that limit. Also, staff did not want to be <br />issuing citations or calling people for infractions but instead leaving it to the court of public <br />opinion to enforce any violation. <br />Staff is recommending there be different treatment for different elections--general municipal <br />elections in November of even numbered years, special elections, and the upcoming 2008 <br />general municipal election. <br />City Council Minutes 12 January 15, 2008 <br />
