Acting Chairperson Blank noted that this workshop was to identify areas of concern to the
applicants and to staff and that specific items such as that would be included in the conditions of
approval.

Acting Chairperson Blank and Commissioners Pearce, Olson, and Narum indicated that they
would like any open space to be designated in perpetuity.

6. Does the Planning Commission preliminarily support the proposed project’s [influence]
throughout the West Foothill Road Corridor Overlay District?

Commissioner Narum agreed and believed the lot sizes should continue to meet the minimum lot
size of the West Foothill Road Corridor Overlay District and that the area near the road should
be left in rural open space in perpetuity. She believed that the addition of some vines in that area
would be acceptable but had concerns about allowing that option up front.

Acting Chairperson Blank and Commissioners Olson, Pearce, and O’Connor agreed with
Commissioner Narum and echoed her comments about the lot size. Commissioner O’Connor
added that he was in favor of having vines.

8. The Planning Commission may wish to comment on possible viewpoints for the analysis.

Commissioner O’Connor believed the preliminary viewscapes that had been provided did a good
job. He would like a photomontage with that reflects the actual building pad size and
incorporates the tree line. He would like the location of the actual building pads marked out and
would also like to see where Lot 5 would be located.

Commissioner Pearce liked the viewpoints that had been included in the packet and would like to
see visuals that reflect actual house sizes.

Acting Chairperson Blank would like to see visuals with projected house sizes and would like to
see a view from a quarter- to half-mile away to see what the majority of residents in that area
would see, if anything. He would like the viewscapes prepared to be peer reviewed as well.

Commissioner Olson echoed Acting Chairperson Blank’s comments.

Commissioner Narum would like to see a photo from a central location such as the sports park to
see what it would look like from a distance. She was interested in a condition stating that when
the house comes in for construction, there be a lot-by-lot design with the actual house inserted in
the photomontages.

The Commissioners were unanimous regarding the use of the pictures provided in the staff
report.

PLANNING COMMISSION MINUTES, October 10, 2007 Page 14 of 21
