~G~'~ ~nDU~~~ ATTACHMENT 5
~~~ `_~'~' ~~~ CITY OF DUBLIN
L9~VI~~
~~ `~ ''/ 100 Civic Plaza, Dublin, California 94568 Website: http://www.ci.dublin.ca.us
\~11,7FnQ~~
October 24, 2007
Janice Stern
Principal Planner
City of Pleasanton
P.O. Box 520
Pleasanton, CA 94566
Subject: City of Pleasanton's Draft Circulation Element of the General Plan
Dear Ms. Stern,
Thank you for the opportunity to comment on the City of Pleasanton's Draft Circulation Element of
the General Plan.
The City of Dublin respectfully submits the following comments:
Under Proposed Local Roadway Improvements (pages 3-30), the importance of constructing all
of the improvements listed in Table 3-8 is emphasized to "address existing congestion and to
insure that future development does not result in increased congestion." This section continues
by stating that "if development is allowed to proceed in an area without these improvements,
congestion is likely to occur beyond City standards." Furthermore, the City supports the
financing and construction of these improvements by developers.
The Stoneridge Drive extension is listed in Table 3-8 and characterized as a "significant and
necessary part of Pleasanton's local circulation system." Funding is not yet identified for the
extension; furthermore, as part of the Staples Ranch Project the extension would remain
incomplete. Rather, the City of Pleasanton will complete the extension in coordination with a
regional set of improvements (Program 1.6) so as not to encourage cut-through traffic on
Stoneridge Drive.
Because the extension will not be completed concurrent with adjacent development, please
clarify the importance and necessity of the Stoneridge Drive extension to the local .circulation
system (as stated in the Circulation Element). If the extension lags behind development, will
congestion occur beyond City standards? If so, will the congestion warrant different
transportation improvements than what is listed in Table 3-8? The City of Dublin is concerned
about what implications this may have on intersections and roadways both within Pleasanton and
within Dublin.
Area Code (925) • City Manager 833-6650 • City Council 833-6650 • Personne1833-6605 • Economic Development 833-6650
Finance 833-6640 • Public Works/Engineering 833-6630 • Parks & Community Services 833-6645 • Police 833-6670
Planning/Code Enforcement 833-6610 • Building Inspection 833-6620 • Fire Prevention Bureau 833-6606
