Box 520 <br />Pleasanton, CA 94566 <br />Subject: City of Pleasanton's Draft Circulation Element of the General Plan <br />Dear Ms. Stern, <br />Thank you for the opportunity to comment on the City of Pleasanton's Draft Circulation Element of <br />the General Plan. <br />The City of Dublin respectfully submits the following comments: <br />Under Proposed Local Roadway Improvements (pages 3-30), the importance of constructing all <br />of the improvements listed in Table 3-8 is emphasized to "address existing congestion and to <br />insure that future development does not result in increased congestion." This section continues <br />by stating that "if development is allowed to proceed in an area without these improvements, <br />congestion is likely to occur beyond City standards." Furthermore, the City supports the <br />financing and construction of these improvements by developers. <br />The Stoneridge Drive extension is listed in Table 3-8 and characterized as a "significant and <br />necessary part of Pleasanton's local circulation system." Funding is not yet identified for the <br />extension; furthermore, as part of the Staples Ranch Project the extension would remain <br />incomplete. Rather, the City of Pleasanton will complete the extension in coordination with a <br />regional set of improvements (Program 1.6) so as not to encourage cut-through traffic on <br />Stoneridge Drive. <br />Because the extension will not be completed concurrent with adjacent development, please <br />clarify the importance and necessity of the Stoneridge Drive extension to the local .circulation <br />system (as stated in the Circulation Element). If the extension lags behind development, will <br />congestion occur beyond City standards? If so, will the congestion warrant different <br />transportation improvements than what is listed in Table 3-8?
