DRAFT 3. Circulation Element Program 3.1: Continually update computer-control technology for traffic hts. Continue to coordinateers-tee and synchronize computer-controlled traffic signals on major 6ciry streets. ._[This subject is now addressed in the new "Neighborhood Traffic and Policy" section, below.] Program 3.2~: Prohibit additional private=access driveways onto major arterials. Program 3.34: Minimize traffic signal -delays to less than 100 seconds, whenever possible. Program 3.4: Discourage additional on-street parking on arterials. Policy 4: In the Downtown, facilitate the flow of traffic and access to Downtown businesses and activities consistent with maintaining a pedestrian-friendly environment. Program 4.1: Downtown intersections shown in the Downtown S~ecz zc flan are exempted from the citywide LOS D standard. Consideration may be given to limited improvements at Downtown intersections when it is clear that such improvements are necessary and are consistent with the pedestrian-friendly environment as established in the Downtown S~eci~c Plan. Policy 5: Improve gateway intersections to move traffic into and out of the City to the extent that visual character, landscaping, and pedestrian convenience can be maintained. Program 5.1: Gateway intersections (listed in Table 3-41 are exempted from the citywide LOS D standard but should be improved to the extent that visual character, landscaping, and crosswalks can be maintained (constrained gatewa~policy~ Policy 64: Design and regulate Ecity streets to minirnize traffic-related impacts on adjacent land uses.
