New <br />improvements identified on Table 3-8 and shown on Figure 3-10 must be installed to address existing <br />congestion and to ensure that future development does not result in increased congestion.~g <br />~nnzvv~-ivio- Projects with the most immediate need are shown on Table 3-8 to be constructed before <br />2010. Projects without an identified funding source or development plans are shown to be <br />constructed beyond 2010. <br />The policies and programs of the City support the installation and financing of these improvements by <br />developers of new projects as these are built. However, if development is allowed to proceed in an <br />area without these improvements, congestion is likely to occur beyond City standards. ~~e-C~e€ <br />s <br />Table 3-8~ summarizes the intersection and roadway lane ~ provements required to <br />support full development of the Planning Axea. Unlike the list of regional projects identified in the <br />Triangle Studv. relatively few new roadwavs need to be constructed in Pleasanton. Stoneridge Drive <br />extension, Busch Road, and El Charro Road are the three remaining segments of roadway that are not <br />vet constructed. All three roadwavs are significant and necessary Harts of Pleasanton's local circulation <br />s sy tem. <br />An emergency vehicle accesswav linking Stoneridge Drive to El Charro Road will serve emergenc <br />access needs for the development of Staples Ranch until such time as the Stoneridge Drive extension <br />is constructed. The timetable for construction of the Stoneridge Drive extension will depend on <br />reaching an agreement with Pleasanton's regional partners -Livermore, Dublin, and Alameda County <br />= for a strategic approach and funding~lan for relieving traffic congestion in the Tri-Valley.
