DRAFT 3. Circulation Element <br />Several regional transit companies and private shuttles also serve Pleasanton. The County Connection <br />in Contra Costa County provides BART express bus service between the Walnut Creek BART Station <br />and the Pleasanton/Dublin BART station. The San Joaquin Regional Transit District provides bus <br />service from the San Joaquin Valley to the Hacienda Business Park with separate service to the BART <br />station. The Modesto Area Express (1vIAX) provides bus service between Modesto and the <br />Pleasanton/Dublin BART station as well as between Modesto and the Lathrop/Manteca ACE train <br />station. Several companies provide private shuttles to/from Pleasanton for their employees, while <br />several taxi companies operate in the city. <br />Pedestrian and Bicycle Facilities <br />The Ciry of Pleasanton's Community Trails Master Plan provides general direction as to the proposed <br />location of pedestrian and bicycle recreational facilities. The City has received funding to create a <br />pedestrian and bicycle master plan to explicitly address on-street facilities that will complement and <br />expand on the existing Community Trails Master Plan. See Figure 3-13 for existing and proposed <br />pedestrian and bicycle trails and paths. The proposed plan will prioritize projects, establish new <br />standards for bicycle and pedestrian facilities, and be incorporated into the Alameda County~aride Bicycle <br />Plan and the Alameda Countyuride Strategic Pedestrian Plan. <br />The goal of the proposed pedestrian and bicycle master plan is to make Pleasanton a city where <br />walking and biking are viable alternatives to the automobile for daily trips. Walking and biking <br />facilities should be a safe and pleasant means of accessing jobs, schools, major community facilities, <br />parks, and trails. The proposed master plan will identify areas of most need for improvement that will <br />provide the most benefit in the bicycle and pedestrian network, eliminate system gaps, and provide <br />continuous travel lanes, an important part of promoting bicycling and walking. This master plan will <br />also identify projects and funding priorities for both local and regional facilities. Pleasanton currently <br />has a network of bicycle paths serving many parts of the Planning Area. It is the City's intent to <br />provide additional bicycle paths and lanes, where sufficient right-of--way and funding exists, at the time <br />new roadways are constructed or improved. Existing and future bicycle routes are shown in <br />Figure 3-13. <br />Transportation Demand Management <br />Transportation Demand Management ("TDM) refers to policies and measures to reduce the total <br />volume of traffic or to promote shifts towards more sustainable modes of transportation.
