Public Comment
Attachments to this Agenda Report include a letter from the City of Dublin (Attachment
5) and an a-mail from resident Linda Garbarino (Attachment 6). The City of Dublin's
comments are mainly related to the timing of the construction of the Stoneridge Drive
extension and the need for this roadway which is acknowledged in the Draft Element.
Ms. Garbarino's a-mail is related to the high volume of traffic on St. Mary Street and
Division Street between Main Street and Del Valle Parkway and its designation as an
arterial in the version of the Draft Circulation Element provided to the Planning
Commission. Staff acknowledged this designation as an error, and this roadway is now
designated as a collector in the Draft Circulation Element attached to this Agenda
Report.
At the Planning Commission public hearing Ms. Garbarino spoke about the designation
of St. Mary Street and Division Street, and also expressed her support for the Rose
Avenue extension, the West Las Positas interchange, and the extension of Del Valle
Parkway. Cyril Bonnano agreed with Ms. Garbarino regarding the designation of St.
Mary Street and Division Street, the Rose Avenue extension, and greater utilization of
Del Valle Parkway.
James Paxson, Hacienda Business Park, made several suggestions that were
incorporated by the Planning Commission, including: a more comprehensive description
of available commute alternatives in Pleasanton; describing Hacienda Drive as a truck
route for Hacienda, as approved in the Hacienda PUD; noting that several planned but
yet unfunded improvements, particularly for Route 84, would substantially improve
traffic congestion in Pleasanton; acknowledging that improving links between jobs,
housing, community services and amenities improves the functionality of the circulation
system for all users; and referencing the regional agencies the City is working with to
implement roadway improvements.
Changes to the Draft Circulation Element
Please see Attachment 1 for a summary of the proposed changes to the background
text and policies of the General Plan Circulation Element.
Conclusion
Following the City Council's review and discussion of the Draft Circulation Element, staff
will incorporate any amendments directed by the City Council into a final formatted
version of the Draft General Plan.
Submitted by:
Jerry Iserson
Director of Planning
and Community Development
~~~
Rob Wilson
Director of Public Works
Approv by:
Nelson Fialho
City Manager
Page 6 of 7
