THE CITY OF ~'_'~ °i -~- "' CITY COUNCIL AGENDA REPORT j~L~£~S~4NTONm January 29, 2008 Planning and Community Development TITLE: CONSIDER THE DRAFT CIRCULATION ELEMENT OF THE GENERAL PLAN SUMMARY This report provides information regarding the Draft Circulation Element of the General Plan. The City Council is being asked to review this Draft and provide feedback to staff prior to the incorporation of the Draft Element into the Draft General Plan document. PLANNING COMMISSION RECOMMENDATION The Planning Commission reviewed the Draft Land Use Element on October 24, 2007. The Commission recommended amendments to the draft, including: correcting the classification of Division Street and St. Mary Street between Del Valle Parkway and Main Street from arterial to collector; adding bicycling, walking, public transit, preferential parking, and flexible work hours as potential mitigation measures for improving traffic congestion; correcting the list of gateway freeway ramps and intersections; noting that reduced parking standards may be considered for transit- oriented development (TOD); clarifying the impact of regional roadway congestion on extending the peak hour traffic period in Pleasanton; requiring consideration of traffic safety in traffic studies; a wording change to clarify that funding for the Stoneridge Drive extension would need to be approved by the City Council; amending program language to endorse continually updating the technology for traffic signals; amending program language to prohibit rather than discourage new gated communities; amending the goal related to neighborhood traffic and parking to address quality of life and community character and including a program previously deleted from the 1996 General Plan related to neighborhood traffic; adding additional language regarding encouraging bicycling and walking, and transit oriented development (TOD) as a way to reduce traffic trips; and encouraging the Pleasanton Unified School District to provide convenient, safe, and attractive bicycle parking areas at all public schools. Planning Commission draft minutes are included as Attachment 3. RECOMMENDATION Review and consider the Draft Circulation Element of the General Plan (as shown in Attachments 2 and 3). Provide feedback on amendments to be made prior to incorporation into the Draft General Plan document. FINANCIAL STATEMENT The Draft Circulation Element describes a number of street and intersection improvements and extensions which would be required to maintain Level of Service standards. The cost/benefit implications of specific improvements would be analyzed at the time design and construction funding is requested.
