THE CITY OF <br />~'_'~ °i -~- "' CITY COUNCIL AGENDA REPORT <br />j~L~£~S~4NTONm <br />January 29, 2008 <br />Planning and Community Development <br />TITLE: CONSIDER THE DRAFT CIRCULATION ELEMENT OF THE GENERAL <br />PLAN <br />SUMMARY <br />This report provides information regarding the Draft Circulation Element of the General <br />Plan. The City Council is being asked to review this Draft and provide feedback to staff <br />prior to the incorporation of the Draft Element into the Draft General Plan document. <br />PLANNING COMMISSION RECOMMENDATION <br />The Planning Commission reviewed the Draft Land Use Element on October 24, 2007. <br />The Commission recommended amendments to the draft, including: correcting the <br />classification of Division Street and St. Mary Street between Del Valle Parkway and <br />Main Street from arterial to collector; adding bicycling, walking, public transit, <br />preferential parking, and flexible work hours as potential mitigation measures for <br />improving traffic congestion; correcting the list of gateway freeway ramps and <br />intersections; noting that reduced parking standards may be considered for transit- <br />oriented development (TOD); clarifying the impact of regional roadway congestion on <br />extending the peak hour traffic period in Pleasanton; requiring consideration of traffic <br />safety in traffic studies; a wording change to clarify that funding for the Stoneridge Drive <br />extension would need to be approved by the City Council; amending program language <br />to endorse continually updating the technology for traffic signals; amending program <br />language to prohibit rather than discourage new gated communities; amending the goal <br />related to neighborhood traffic and parking to address quality of life and community <br />character and including a program previously deleted from the 1996 General Plan <br />related to neighborhood traffic; adding additional language regarding encouraging <br />bicycling and walking, and transit oriented development (TOD) as a way to reduce traffic <br />trips; and encouraging the Pleasanton Unified School District to provide convenient, <br />safe, and attractive bicycle parking areas at all public schools. Planning Commission <br />draft minutes are included as Attachment 3. <br />RECOMMENDATION <br />Review and consider the Draft Circulation Element of the General Plan (as shown in <br />Attachments 2 and 3). Provide feedback on amendments to be made prior to <br />incorporation into the Draft General Plan document. <br />FINANCIAL STATEMENT <br />The Draft Circulation Element describes a number of street and intersection <br />improvements and extensions which would be required to maintain Level of Service <br />standards. The cost/benefit implications of specific improvements would be analyzed at <br />the time design and construction funding is requested. <br />
