CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 87-75 <br /> <br /> A RESOLUTION IN SUPPORT OF LOCAL UNIFICATION AND IN <br /> OPPOSITION TO MASS UNIFICATION OF SCHOOL DISTRICTS <br /> <br /> RECITALS <br /> <br /> A. The City Council feels that the key to quality <br />education is community support. <br /> <br /> B. This City Council also feels that school district <br />boundaries should correspond with existing municipal boundaries <br />so that voters and parents can more readily identify and <br />participate in the guidance of their local school system. <br /> <br /> C. This kind of local unification with the people of <br />Dublin and Pleasanton each having separate control over their <br />school systems will work better than mass unification which would <br />force residents of Sunol, Pleasanton and Dublin into one <br />overextended school district. <br /> <br /> D. Given the scarcity of resources available for <br />education, the maximum opportunity and incentive for city-school <br />district cooperation will exist if unified school district <br />boundaries correspond with city limit lines. With local <br />unification our city can make city facilities available to meet <br />school district needs. With mass unification, there is no way to <br />assure that Pleasanton residents would benefit from school <br />district use of city facilities. <br /> <br /> E. Some of the opponents of local unification base <br />their opposition on the dubious premise that the people of Dublin <br />would not want a separate identity for their school system. <br />There is no evidence to support that premise. In fact, on <br />June 13, 1967, the people of the Dublin area voted resoundingly <br />not to annex to the City of Pleasanton so Dublin could maintain <br />its separate identity. On November 3, 1981, the people of the <br />Dublin area voted to incorporate as a separate City. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The City Council supports local unification with a <br /> separate unified school district serving Pleasanton and <br /> a separate unified school district serving Dublin. The <br /> City Council opposes the proposed mass unification which <br /> would submerge the separate communities of Dublin and <br /> Pleasanton into a single super school district beyond <br /> the control of people in either community. <br /> <br /> <br />
