PLEASANTON <br /> SACRAMENTO <br /> FRESNO <br /> TRANSPORTATION CONSULTANTS CONCORD <br /> <br />February 4, 1987 <br /> <br />Chandler Lee <br />Assistant Planning Director <br />City of Pleasanton <br />200 Old Bernal Avenue <br />Pleasanton, CA 94566 <br /> <br />Dear Chandler: <br /> <br />This is to present the proposal of TJKM to conduct the downtown Pleasanton <br />circulation and parking study. We are very enthused about the prospect of being <br />involved with this important project. We understand the purpose of this study is to <br />develop a detailed circulation and parking plan on a block by block basis for the <br />downtown area. This plan would represent a follow up to the General Plan studies <br />conducted by TJKM for the City of Pleasanton and at the same time would take <br />advantage of the long term background of TJKM personnel in the City of <br />Pleasanton (approximately 15 years) and draw upon our capabilities as traffic <br />engineers with a planning, operational and design perspective. <br /> <br />TJKM has been involved with many of the traffic related issues of downtown <br />Pleasanton in recent years including various developmental projects, specific <br />traffic studies, traffic signal design, traffic signal systems planning, design and <br />operation, and studies of important arterials that affect the downtown area such as <br />Del Valle Parkway and Bernal Avenue. <br /> <br />As transportation professionals with a statewide practice, we have had an <br />opportunity to provide' traffic engineering services for many communities (over <br />185 since 1974) including many assignments in downtown areas. Further, many of <br />our key personnel have previously served as city traffic engineers. Since our <br />company headquarters office was moved to Pleasanton over two years ago, many of <br />our professionals have grown familiar with the City of Pleasanton circulation <br />issues including those of its downtown area. <br /> <br />We see the downtown area of Pleasanton as having, unlike many mid-size <br />community downtown areas, both an interesting past and a very exciting future. I <br />believe Pleasanton has planned a very attractive mix of residential, retail, <br />employment, cultural and educational activities for its downtown area which <br />results in it being an important activity center on a 24-hour basis. <br /> <br />In spite of our long history and involvement with the downtown area, we have no <br />preconceived notions as to the appropriate solutions to the obvious long term <br />circulation and parking issues in the downtown area.
